I got a voice mail  that said:
"This is officer Alex Watson calling from the Legal Department off Internal Revenue Service. This is in reference to a criminal lawsuit file again see you. Your case number is CH94436. The moment you receive this message I need you or your retained attorney off records to return the call. The issue at hand is extremely time sensitive. My phone number is 315-567-4410. Do not disregard this message and do return the call now. If you don't return the call and I don't deal from your attorney either then the only thing I can do is wish you a good luck as the situation unfolds on you."
They are using this Officer/ Inspector Alex Watson name in many calls and scenarios.

I just received a call saying the same thing! Last week I got a call from a number in DC with a different voice but said basically the same thing. I called back and the foreign woman was accusing me of not filing my taxes correctly and that there were numerous letters sent to me about it. When I told her that I hadn't received any mail like that she became irate and said she was going to have the police come get me.

It's all a scam. Although it would be nice to know why such a scam is necessary, it's best to just disregard it.

I have received several calls from this number asking to speak with my college-aged grandson.  Initially, the calls were to tell him he was chosen to receive “free” grant money for college.  Today, the same Middle-Eastern-accented female told me she was calling from the U.S. Treasury Department and she needed to speak with my grandson.  I asked why the U.S. Treasury Department was calling for my grandson.  She ignored my question and very assertively asked to speak with my grandson again; and, again I asked her why she was calling.  She then hung up.  I redialed the number and she answered as a U.S. Treasury Department Investigator.  After a brief conversation, she said to me, “Tell [name] he is in big trouble.”  I redialed again and no one answered.  Little does this cow know I will claw her eyes out when comes to my ONLY grandchild.

There is a widespread IRS or "tax scam" being  practiced by scammers on both Canadian and USA residents.
USA tax payers should read this:

    Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

Man with thick accent kept anting and claiming a criminal action has been filed against me. Said my name & 2012-2013 were not filed correctly leading to criminal action. Threatened that something would happen "if you hang up," but I couldn't hear him. Bad reception. Also demanded to know who does my taxes and he asked, "HR Block?" Continued to repeat as I suppose its the most popular tax company in America?!?Thick accent totally ranting. I asked for it in writing. The more I made this request, the more belligerent he became. I hung up. Called number back and a lady answered. Believe she said "IRS."  I did not expect a human to answer so I hung up. Weird and scary!

Ditto same call as others - Officer Alex Watson from the legal dept of the IRS re: criminal complaint against me, case number CH......  (Prior calls last week came from other number and basically said the police were on the way to my house to get me for tax issues!) As a licensed attorney familiar with TAX SCAMS, I know this is a bunch of CRAP - but for some poor unsuspecting soul who doesn't know any better, these calls are FRIGHTENING - we need to ALL complain to the appropriate agencies to try and get these people STOPPED, LOCATED, AND PROSECUTED.  (Then, maybe we can call them and tell them truthfully that the police are on their doorstep!).  They are the low-life scum of the world........

I received the same call with the same name Alex Watson and same case number.  I called them back from a blocked number and they told me right away I had the wrong number.  It is a total fraud, and they can only recognize who you are if you call from the number they have in their system.  It appears they are also very angry.  When I asked the guy who he worked for he started yelling at me and said I had the wrong number, asked if I was dumb, and that I need to find my brain.  Obviously he needs to find his brain because I was reading this thread while I was on the phone and told him he was a fraud.  He yelled more and then hung up.  I call 3 times with a blocked number and got the same result and the same person on the other end of the line.

You could try reading before you post.  There's a very informative post by Slim on the same page as yours (at least while I'm typing this), which I will assume he will grant me permission to repost:

I agree James with all of us having the same case number we should get together and string this imposter up. I received several calls from this Alex Watson with case number 94436 saying something awful will happen if I don't call back. Luckily in this day and age we can do a quick search and stop their harrassment.

I have gotten the same message as this commenter several times over the past year or so since I moved out. I have family in NY, my father's brother that works directly with this and his brother's son that works indirectly with these types of cases. I have NEVER paid taxes as I have NEVER had a thing in my name to do so on as my father who was given custody of my SSI poorly managed it and thus lost the money I relied on from the government and while my apartment is in my name and my parent's names they presently handle most of the bills and I have had nothing to do with the tax portions of my living situation. When I called the number after I got the call which I could not tell if it was human, machine, whatever I called them back and got a woman "played dumb" and acted like they didn't even deal with tax things or any other legal things there! The second time I called I got a guy who sounded like the same robo-human voice call I got in the first place about this BS! I have called them back and threatened them with legal action from BOTH relatives shouting at them like I was dealing with the receptionist at
