keeps calling me and when i answer phone no one on the line

This number keeps calling my home several times a day... I have tried calling it baclk and an operator says it is not in service. 315-652-9941:

I live in ny and i started getting calls also

I live in upstate ny and keep getting a call from this number too.  I answer and nobody there!  When I press *69 I get an operator that says the number is not in service.  315-652-9941

I also received this call and something left a message that I could't understand.  It sounds like an alien ,thats how weird it sounds.

this number has called my home several times , wife answered it once and they told her they were with national grid . she told them that the owners of the house were not home could she take a message , laughingly they told her they would call back
