Calls all day and says "do you want your refund" ok yes what for no reply. Some sort of scam but I have no idea what..

The number 315-820-1477 is a scam.
Caller ID: PPUSA 315-820-1477
Asked for person in charge of electric bill.
When I said no. do not call here again, she screamed at me, hung up, called back and said "do you feel bigger or dumber" and hung up.
Numerous attempts to report this phone number, cannot find how to report to proper authorities.

The number 315-820-1477 has repeatedly called my number and either hung up as soon as I answered or asked for information about my utilities.  Either way they are not getting anything from me and I am starting to record times and dates that these calls are made for future legal proceedings.

These IDIOTS have been calling for months now and I WILL NEVER NEVER ANSWER THESE SCAMMERS. You would think the MORONS would give up and get a real job instead of being a LOWLIFE.

Sick of these ignorant [***] calling me and leaving messages on my machine all in the name of some fake electric company.

ONE OF MANY with scam calling about ELECTRIC UTILITIES if you answer ONCE THEY CALL EERY DAY sometimes MORE THAN ONCE filter calls and if you dont know who DONT ANSWER

Calls nearly everyday on my digital landline through Time Warner. Never answer and a message is never left.

Same thing to me. I've now blocked the number.
