    Called and was yelling into the phone saying that I was going to be arrested for tax evasion if I didn't call them back, it seemed weird so I didn't call them back

    If you answer at all (good idea not to), yell back at them and tell them to pi-- off. It's a common extortion scam and should be disregarded if you've received no mail from the IRS or your state's department of revenue. Don't waste time returning their call, nor answer any unknown numbers in any way. How much sense would forewarning arrests make?
