False...

Time Warner DOES use Cell Phones if the only number they have for you is a Cell Phone.  Many people don't have "land lines" any more.

I got a computer voice saying it was the google verification system?

we are an NGO and several people reported to us receiving calls from this number, after a short investigation we found out: they don't answer, a recorded message pretend to be the Los Angeles Police Department (FEB '17), then they return the call trying to get information and with threats (you would be arrested in few minutes), plus, some of them don't even speak English... Called the REAL Los Angeles Police Department, they suggest reporting the call to the fraud division of the local police where the call is received, in this case, Maryland. Good luck and be well.
