Received a called from SSI (on id) on 11/1/15 @1:42p cst. I tried returning the call but operator said "your call could not be completed as dail". If anyone can tell me who this might be I would like to give them a piece of my mind. I suffer from PTSD.

If there is one truth I wish everyone who has a phone would learn, it is this: Before you pick up a call, look at the Caller ID. If you see a name and/or number you don't recognize, do not pick up the call. Let it ring itself out. Simple.

I am unsure if the origin of the number or company. I answered the call and no one responded only held phone for a few seconds and hung up. I have Placed my name/number on the DNC REGISTER but I am still receiving calls.

Not everyone can afford Caller-ID , let alone Caller-ID with Name

People have to pay for Caller ID?  No one that I know does and that is probably for 20 years or more.
