How can I block this kind of thing or report it to some authority which can stop it?

Forward the text messages to SPAM (7726), this notifies your carrier that the sender is a spammer and to take measures in blocking future messages from that sender.

If you have a smart phone, there are many app that you can use to filter/block spam and scam calls and messages, check you phone's app store.
If you have a regular cell phone, find out if you carrier can block "Premium Text Messages" and "Web Based Text Messages" also known as "Text Messages not sent from a cell phone", as that will block a very large portion of the spammers/scammers, as they use computers via the internet to cell phone systems to send out the messages.
