Caller states that I received a law suit from IRS on my old address. When I asked him to write to me instead of calling as the quality of the  call was not good he just hung up. I don't know what pleasure people get by doing this to other people.

Caller has a strong accent from a far east country but says his name is James Brown and then claims he's from the audit department of the IRS.  The authorities will arrest me if I don't return the call to resolve the matter within 24 hours.

There is a widespread IRS (or CRA) or "tax scam" being  practiced by scammers on both USA and Canadian residents.

USA tax payers should read this:
    http://www.irs.gov/uac/Newsroom/Phone-Scams-C ... 5-Filing-Season

Canadian tax payers should read this:
    http://www.cra-arc.gc.ca/nwsrm/lrts/2013/l131210-eng.html

    Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

This scam is also described as scam #11, here:

Received a message at work claiming to be IRS.  Have no idea why, so I called back and let it ring until I got a message machine that said I had reached the "Gibsons".  Obviously a scam.  I work for a government agency and will be reporting it.

Got call this morning from this number.  They left voice message--sounded very Indian dialect--said name was Agent James Brown, with case number from Audit and Commission Dept of IRS.  Said 24 hrs or I would be arrested by police.  Called back, person who identified themselves as Attorney Gary Stevens hung up when I asked for Agent James Brown.  When I called again, just rang busy--appears they can block your incoming call.  JERKS!!!  Guess they are too lazy to be honest, would rather steal from you and let you work.

    Old Redneck
Did not answer, they left a message.  Call was a recorded female voice, bad recording, broken up in places.  Claimed to be from the "Internal Revenue Services"  -- not the "Internal Revenue Service" (no "s" on Service").  Recording then said "The IRS is suing (long pause) you (long pause) call 360-216-1918."

Same as "Old Redneck"  called the house 3 times today.  Also left a voice mail.  Same female voice. Last call was 6:30 PM. Put that number on my block list.

Called my landline twice today and left voice mail message that the IRS was filing a lawsuit against me and to call back immediately. Old Redneck quoted the message perfectly. So obviously a scam...like the IRS would ever have robo-messaging and no toll-free number. And to try to make it look legit, the Caller ID shows "Washington Call".
