Was on the phone when the call came in. When I was off there was a "voice message" which turned out to being an open phone line. My number is an unlisted cell number

There is no "394" area code/country code anywhere in regions covered by the North American Number Plan.  That includes the US, Canada, and most of the Caribbean Islands.  So the number may be spoofed.  If so, there's no way to call it back and it will be extremely difficult for anyone but a law enforcement agent who has special knowledge of the telephone system to find out who is calling you from this number.

If the calls are limited to just a few to you and a handful of other numbers and there's no message exchanged (and thus no real scam taking place), realistically, there is little chance of getting much interest by law enforcement to help you.  You should either get a call blocker (or a call blocker app) to block the calls yourself.  There are people here who can help you get one set up or tell you whether you might already have one, but you'll have to tell us what kind of phone you have and who provides your phone service.

On the other hand, if you are using a caller ID unit or module made for the North American market, it is unlikely that you would know whether the number calling from 394 is coming from overseas or not.  And some cell phone carriers, by default, allow your phone to add an international prefix (e.g., "001" or "011") to numbers that you dial that need this prefix.  If that is the case, according to a VoIP carrier that lets me check rates online, you may reach a phone in Italy if you try to call back.  My VoIP carrier doesn't check that the number I enter has the right number of digits, however, so the number may still be spoofed.

You may, however, get to hear "This number is not in service" spoken in Italian, or experience the thrill of getting a complaint lodged against you on some Italian web site claiming that your number harasses Italians by calling at all hours of the night.  I could live without that.

Just phoned me minutes ago. Foreign accent, if you know what i mean. Said was some security company and wanted to ask me questions. I said not interested and hung up................You never know if these people are looking to sell you something or just trying to find out if you have a security system for their own purposes.

Just got a call from them. I saw the suspicious number on display, heard crappy voice with extremely strong accent and realized what is the nature of the call. I said : "Who is calling?" Mumbling about some security company continued.  I said again loudly:  "Who is calling?"  He called me by my family name and was asking whether I own the house. I got angry and said extremely loudly :  "Who is calling?" . He hang up. From the accent I would guess that the call came from India.

22 Dec.  Caller asked for me by my surname.  Said he was calling about a security system. I told him I already had one and hung up. I checked the number on Google and have since blocked it on my phone.

My feeling is that these people are a gang of thieves. They want to see if somebody is at home. If not then they can break in by the help of partners next to your house. That is why they never answer and also they calls from other state. So no one can catch them. Everyone should be careful about the callers. They might ask you that are you going on holidays and where.

Or they could be foreigners trying to scam money from people, and the hangups could simply be that the auto dialers have called more number than they have people available to answer the phones so they disconnect you.
