They are threatening to put a warrant out for my arrest if I don't pay them per Investigator Jordan Price. I believe this to be a scam.

Same old bogus debt collectors that call from area code 402 using numerous numbers. Don't answer or call them back.
Caller ID always says unknown or they spoof someone elses name. Legitimate businesses aren't ashamed to list their name.

No one gets arrested because they owe someone money.  The "investigator" is simply a crook trying to scare you into paying his extortion money.
This is a common ploy by criminals attempting to extort money from people by scaring you into believing that you will be criminally charged, go to jail, lose your driver’s license, have wages garnished, be sued, and a variety of other variations on this,  all for an alleged or nonexistent debt.  They also use the “process server” who calls and claims he is going to serve you, but then says you could avoid it by calling another number.  Now why would a “process server” want to do you, a stranger, a favor, and at the same time not get paid to deliver the papers?

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
Read up on your rights here, get template letters to send and also make a complaint at this government site:  http://www.consumerfinance.gov/
Also file a complaint with your State Attorney General's office.

The company is Portfolio Recovery Associates. They are real easy to look up. This company purchases old debts that are so old they cannot be legally recovered by any means and are removed from your credit report. One thing this company does NOT like is to call them back and repeat their line to them then hang up and do it over and over again. They called me today so since I had the time I have sat here for about an hour calling them, repeating their line to them till they hang up then calling right back and doing it over again. There must not be anything illegal about it since I am just returning their favor. Feel free to do the same thing and watch how fast they stop this crap if every person they harass ties up their phone lines. Feel free to also file charges against this company which is headquarters in Norfolk, Virginia.

this representative did not identify himself at first but wanted me to verify my personal information.  the first question he asked was my birthday and that was incorrect.  this representative had all other pertinent info on me including my husband and the names of my children. said I owed money and that a police officer would be serving me a warrant for my arrest at my home within 24 hours because I took out a payday loan but would not verify who he was collecting the debt supposedly for.....

Threatening arrest - ILLEGAL!  Even of you did owe money, that would NOT happen!
Refusing to give you information - ILLEGAL!!!
If you were to receive a warrant, you would NOT be warned.  This sounds like an attempt to extort money from you.

On August 24, 2015 I got a call from this number.  Every few days I get calls from  a 402 area code number.  But August 24 was the last time I got one.  This woman asked me if I was aware of a fraud case, then I replied that I didn't know that I did anything wrong, and then hung up.  I haven't gotten a 402 area code call ever since.

I used to get calls from them frequently but I never answered. They seem to have given up (thankfully).
