You can call this a Prank Call or a Scammer, The caller is live on the other side, talks in a Middle East accent saying this is Raja his name, never asking for the person who has the phone number they  are calling but some other name, when you say no one by this name here he keeps on rambling on about lowering your mortgage and keeps on talking nonsense,when I asked this caller where you are calling from he answered I'm in California. For one this area code 413 is not out in California it is a area code for Massachusetts.
Be careful if you get a call from this number and says Test Code 413-999-0000 on your caller ID, if you fall for this caller you could be ripped off if you give any information... If you keep on talking to this person about other things he will just hang up on you, Or you could just hang up, BUT Never Give Out any kind of your personal information.

WHY am *I* always one of the first numbers/people to get these calls?  We HAVE NOT "Fallen" for ANY of these SCAMS and usually don't even ANSWER them.  Like today, I saw this number and immediately KNEW it was FAKE by the number alone.  I DID get a call earlier today from 904-410-6780, CID "FLORIDA" and made the unfortunate choice to let that one go to ans. machine, as a relative recently flew home from there and was concerned they'd left something behind.  THAT 904 number was a SCAM, ALSO.

SO, PROBABLY BOTH CALLS coming from the same RAT HOLE in INDIA, PAKISTAN or elsewhere in SCUM-PACKED MIDDLE ASIA.
