If this was irs they should be able to give you first name.  BEWARE DO NOT GIVE PERSONAL INFO UNTIL YOU FIRST VERIFY WHO THEY ARE AND HAVE A NAME TO WHOM IT IS IN REGUARDS TO.  THEY ARE CON ARTISTS.
