For some reason when you call into this number, you receive a recording stating that the number is "Not in use.... ....Thank you for using AllStream" .

These numbers must be fishing calls based on the number of times they call. On the rare occasion you actually speak to someone they claim to be calling from outside Canada and looking for work with your company. When you demand to know who they are calling, they don't have a clue and usually hang up after the second - you've got the wrong number.
