The company that owns the number in question is

M&M Direct Marketing Inc., 55 Nugget Ave. Suite 216B, Scarborough, Ontario
    M1S 3L1, E-mail: it@m-mdirectmarketinginc.net, Tel: 416.850.3646, Fax: 416 850.3647

They are an out-source (meaning other companies hire them to do the dirty work of calling) out-bound, telemarketing firm. Scouring the Internet revealed no information about the identity of their ownership or management (they do not seem to have a website, despite the domain name of their email address), but I am going to check with the Gov't of Ontario's ministry that handles business license/registry (Consumer & Commercial Relations, IIRC) and with the landlord of their building, and then make sure that whatever I find is disseminated here for all the public to see.

I honestly don't know how they expect to fulfill any goal for their clients. Every time they call any of my numbers, they let it ring once, (maximum of twice) and then hang up (???) which, IMHO, is highly effective at annoying one's clients' potential customers but not too great for garnering business or general goodwill. I certainly hope any company thinking of using them will check here first for an objective consumer reference ;-)

    I have filed complaints.

I get 2x calls/day for the last month and nobody talks when I answer. This is getting really annoying and its great to know the Government isn't doing anything.

I am tempted to drive down to this POS operation and speak with this morons in person.

These guys illegally obtain phone numbers from Indian Call Centers.

Beware.  Out-sourcing from many U.S. companies are now sending your personal information to low income Indians.  Who in turn, sell your personal data to others for extra cash!  Reported thefts of thousands of credit cards # have already occured in India for a major US computer software vendor!

Perhaps we should all get together and use their fax number. Flood them with all the offers that seem to find it's way into ours !!!  Let them know how it feels to get unsolicited calls !!!

Rings two or three times, and when we answer there is no response, or we get the dial tone. Started getting calls two or three times a day, now coming less frequently but it is still very annoying.

The reason why no one speaks when you pick up is because they're using a predictive-dialing system.  The individual telemarketer isn't actually dialing your number, but rather engaging a "next call" function.  The system then dials usually 3-5 phone numbers simultaneously and the first live voice that picks up at one of them is patched through to the agent.  The remaining numbers will only get dead air or sometimes an electronic chirping sound if they happen to pick up after the first.  You'll notice that with other sales calls there will be a second or two delay between you saying "hello," and the person on the other end replying.  They are using the same type of mechanism but you were "lucky" enough to pick up first.  There is some sketchy legality around the use of these things, but you can rest assured of two things if you get a call from one: A)  The person on the other end is definitely selling or soliciting something because other types of companies who do out-bound calling (research, polling firms etc.) aren't allowed to use them and B) The person on the other end is definitely not someone you want to business with because the company they work for is working under the premise that the more numbers they call the more likely they are to find one sucker and to hell with the other 10's of thousands of people they [***] each day.  Only disreputable companies use them.

Sometimes you need to ring a business telephone number to see if a fax machine is hooked up to the line.  They then can make a customer list and sell it.  I would suspect this is why they only ring twice.
