Caller said they were from Revenue Quebec and wanted me to wire them funds or else they would seize.
Why do the phone companies allow this??????

Because these crooks are located in foreign countries & spoof (fake) their caller Id as they try to extort money out of you. What's Ma Bell suppose to do? Team up with Mr. Peanut & the Keebler Elves & go gunning for them?

Probable fraud!
Just got a call from this number, they had my name and wanted to confirm things about my mortgage, and seemded interested about life insurance on my mortgage. When I said I already had life insurance with my bank on my mortgage, the dude said he didn't want to sell my an insurance and insisted to know how much mortgage I had left. I didn't answer and asked why he wanted to know that, "are they doing a survey?". He then hooked up impolitely, as with non professional phone calls, telemarketers, etc, when they have a ratio of scam to do.

It is the second time I get this kind of call.  I think that they simply look at the public mortgage records (yes some information about mortgage is available to anyone) and they call people to try to sell them insurance.  Legitimate and not a bad thing because a lot of people are not insured properly, but it is still a form of telemarketing.
