Called back, got a recording, it is a service that solicits for charities.

Legit collectors per section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf *must* tell you at initial contact, or send you paperwork within 5 days of initial contact, the following:
1. $amount of debt,
2. name of the current creditor (which may differ from the original creditor who might have sold your debt),
3. a statement that that debt will be assumed to be valid unless you dispute in writing within 30 days,
4. a statement that that if you do dispute in writing within 30 days, the collector must mail you written verification of the debt,
5. a statement that if you ask the collector in writing within 30 days, the collector must send you the name and address of the original creditor if it's different from the current creditor.
If you don't get the 5 disclosures, orally or in writing (you do not have to ask for it, the FDCPA requires it), treat the collector like you would any SCAMMER. Scammers are using bought/hacked loan application data to extort payments for fictitious debts from victims and victims' families and friends.

Oops, never mind my previous post, I screwed up.
*Never* give donations to a stranger who calls you. Might be a scammer. Might be a legit independent fund raiser who keeps 90% for themselves and sends 10% to the charity. Best to find what charity they are collecting for, research the charity to make sure it's legit, get charity contact info from an independent source, then donate *directly* to the charity so they will get 100% of your donation.

Hang up as soon as I answered, Called back and got a recording ID'ing themselves as "Donor Services", an agency collecting for charities.

Should they call back, I will attempt to keep them on the phone as long as possible, after explicitly telling them my sole goal is to waste as much of their time as possible.

Spammer - Left no message.

This is from a charity call center.  Probably one that charges the "charity" up to 40% of what they collect.  After you listen to the recording it supposedly allows you to opt to do not call.  I said "all charities"  let's see if it works.
