Long Story - Longer: 510-405-1607 is one of many GrandCentral dispatch numbers that Google (new owner of this service) has setup to contact account-holders for new account validation, PLUS when users setup their accounts for call forwarding notifications; however, this system is still in beta (testing) mode, so you may get odd calls when you least expect it.
GrandCentral allows you to establish & use one phone number to intercept calls from all your other phone sources. More than likely, someone in your home/or at your number has signed up for the service and didn't tell you (like an employee, a student, a new-business owner, a busy professional w/too many phones/PDAs/pagers/etc, a cheating spouse, a debt-collections dodger, or a telemarketer's worse nightmere - an informed consumer). Who knows!?!
I setup my GC acct because I was receiving unsolicited calls to my fax line at 3AM and too many blocked name telemarketing calls to mention even though I am registered on the so-called DO NOT CALL registry. I now use GrandCentral to screen every call where the name does not appear on Caller ID (or in my GrandCentral address book) AND ALL blocked callerID calls. Those callers now get a very special/official-sounding disconnection message when they call and I no longer hear the phone ring. GrandCentral keeps me sane (especially at 3 in the morning)!
The only other reason i can think of for getting calls from this number, is if a GC account-holder keyed/typed the wrong callback phone number in their telephone settings menu. That should be corrected quickly once they realize their missing their calls. Don't worry it safe for now.
