    I can confirm this is a contracted Time Warner Cable rep that will give you a special offer.  They called me even though I already talked to them.  They took me off the call list.

    Today, I answered and he said, "This is Time Warner Cable. We have a bad connection, so please call the Time Warner Cable Company at XXX-XXX-XXXX (He said the number real fast and I did not get it.) Hung up quickly.
