I received the same call.  I hung up and then decided to call back.  I guy with a heavy Indian accent answered, "Internal Revenue Service, may I help you".  I hung up again.  This is definitely a scam.

woman's voice message- very threatening- claims there is a criminal lawsuit filed against me- threatens if I do not call her back immediately, "then the only thing I can do is wish you good luck as the situation totally unfolds against me.  Goodbye."  No info provided as to who she represents- nor does she give her name, what the criminal charge is nor who supposedly filed the charge.

Caller is a recording that purports to be IRS with a notification of legal action against receiver. This is important: the IRS will never EVER contact you by phone. Never.

The message was cut off, but a woman's voice told me to call back on the "department" number. I called the "department" number out of curiosity, and a woman with a heavy Indian accent claimed to be the IRS in Washington, DC. Background noise was call center-ish. Scam.

Internal Revenue Service stating they are filing lawsuit against you.  This is a scam.  The IRS doesn't ever call or e-mail you so don't answer or just hang-up.
