That's GE Money Bank. They bought the old Mervyn's accounts when Mervyn's went under. They're trying to collect on old, expired accounts. They call at all hours on every day of the week. Apparently, the rules don't apply to them.

    Aggravated!!
This number has been calling my cell and my home number every single day NUMEROUS times a day. There are times when they hang up after I answer...other times they ask me if my name is some off the wall name and will not give me any information and are requesting my personal information. I did not and I highly advise no one else to do it either. There is something going on here...most likely illegal and scamming!! Do not trust these people.

I, too, have received calls, almost every hour of the day.  I answered once and no response, and answered once and just asked them to stop calling me.  Thanks Droid user for the suggestion to have them go straight to voice mail.  Is there a way to prevent them from even calling that anyone knows of?

I have received multiple calls with no voicemails as well. Finally answered and got the same story as you all. They kept asking me for personal information and I didn't give it to them. The whole thing sounds fishy, and I'm fairly certain they are attempting to commit fraud. Please don't give these people any information about yourselves!

I received a call from this number.  I called back on Skype out and an a man with an Indian accent answered, asked who is and what was his organization.  He said his name is Simon and the company is Genpac (or Gen Pac or some version).  I said I wanted to know why he was calling my number and where did he get it.  He said Genpac is in the personal services field.  I said that is a meaningless answer.  I said I was going to file a complaint with the FCC Consumer Telephone Protectin Division.  He hung up.  The area code is Cincinnati area ... I definitely will file a complaint.  See below.

Of interest, below is from an email response when I filed a complaint in a similar case - response from the Division Chief
Consumer Inquiries & Complaints Division, Consumer & Governmental Affairs Bureau.  Note the possibility of financial incentives to victims who pursue lawsuits in state court for up to $1500.  With the number of junk and / or fraudulent telephone scammers that have called me would add up to around $75,000.  Of more interest, if this were a pro forma filing it might not cost much to file the complaints ... once you learn how to do it. Yea !  A way to fight back.

"Thank you for contacting the FCC regarding possible violations of the Telephone Consumer Protection Act (“TCPA”) and the Commission’s telemarketing and junk fax rules.   Information provided in consumer complaints like yours helps the Commission to combat abusive or unlawful practices in these areas, including taking enforcement actions against individuals or companies. In this regard, the Communications Act authorizes the Commission to issue citations and, in some cases, impose substantial fines upon entities that violate telemarketing and junk fax rules.

"Although the Commission does not resolve individual complaints, each complaint is individually analyzed and assists us in enforcement actions to protect consumers like yourself.  You should be aware that the TCPA also provides for enforcement of the telemarketing and junk fax rules by state attorneys general and by individual consumers.  With respect to the latter, the TCPA permits individuals who have received certain unlawful telemarketing, such as junk faxes or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for each violation.

"We invite you to visit the FCC’s Consumer & Governmental Affairs Bureau’s Internet web site at http://www.fcc.gov/cgb for more information. You may also call the FCC’s Consumer Center toll free at 1-888-CALL-FCC [1-888-225-5322], TTY: 1-888-TELL-FCC [1-888-835-5322]."
