    WASHINGTON — The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

    Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting.

    “This scam has hit taxpayers in nearly every state in the country.  We want to educate taxpayers so they can help protect themselves.  Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,” says IRS Acting Commissioner Danny Werfel. “If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don’t pay immediately, that is a sign that it really isn’t the IRS calling.” Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
    Other characteristics of this scam include:
    Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
    Scammers may be able to recite the last four digits of a victim’s Social Security Number.
    Scammers spoof the IRS toll-free number on caller ID to make it appear that it’s the IRS calling.
    Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
    Victims hear background noise of other calls being conducted to mimic a call site.
    After threatening victims with jail time or driver’s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
    If you get a phone call from someone claiming to be from the IRS, here’s what you should do:
    If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue – if there really is such an issue.
    If you know you don’t owe taxes or have no reason to think that you owe any taxes (for example, you’ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
    If you’ve been targeted by this scam, you should also contact the Federal Trade Commission and use their “FTC Complaint Assistant” at FTC.gov.  Please add "IRS Telephone Scam" to the comments of your complaint.
    Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
    The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information.  This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

    Got a second message (from the Internal Revenue Services - Officer Marcus) that there will be a warrant issued for my arrest, better start packin my bags :-). They need a better script.

    A message left on my voice mail from "Officer Marcus"  stating that I had committed tax evasion and a warrant was being issued for my arrest.  I am retired on Social Security.  I have very little money. I do not owe the IRS. That was scary to hear but I am glad I took the time to look this up.  I love the internet !  The phone number did not register on my phone as a missed call, it went straight to voice mail.  How can  I stop this from happening again?  I certainly want this reported!

    I got a message on my mobile.... Officer Marcus , threatening to have me sent to the " Big Grey House" ? YIKES ... nothing about IRS or anything ..... Gee , I live a rather boring life , cannot imagine why they would threaten me .... tried calling ( after I blocked my number ) on my home number ....  Creepy

    Yep - just got a call from "Officer Marcus" too about an arrest warrant being issued for tax evasion.  You'd think these clowns would come up with different names.   Glad I looked up the number and found all the other people getting calls from this "Officer"..

    just got the same message from an"officer Marcus" saying the same thing about illegal tax evation and they're going to arrest me. before they do that can call.  i called and it rings then hangs up.

    Block the call.  I'm retired too, and I get those calls once a week or so.  It's a stupid scam, but some people fall for it.  Women seem particularly vulnerable.  But of course scammers are looking for anyone they think is vulnerable. Indian accent is so strong you can cut it iwth a knife.  Whatever, don't let it bother you.

    General rule:    Cold call + Indian accent = scam.

    IRS does not file lawsuits.   Court action, if any is handled by the DOJ and all parties are entitled to legal assistance if it is a criminal matter.  But--tax disputes are for the most part civil matters.  90% of all IRS tax disputes are settled administratively.  IRS has absolutely no authority to call on local law enforcement for anything. Local law is never involved in IRS tax disputes. It has no powers of arrest.    If LE is necessary, US Marshals do the job.  IRS does not cold call anyone and ask for money. IRS does not accept Green card money paks for payment in any case.  No one is prosecuted for ordinary tax disputes. IRS has absolutely no authority over anyone's professional license. Professional licensing is handled by state governments.  Yes, levies on property to satisfy an existing tax obligation do occur, but only after a very long period of negotiation.  And usually a lot of appeals.   All determinations of tax liability are subject to appeals.  All  contacts by the IRS are initiated by US mail.

    OK... for years I've 'reported scams'... and we hear about more scams... and good old Marcus has called twice over the holidays.
    It would be nice to get some feedback, like on the news channel, showing that these pranksters are being held accountable.
    Even an acknowledgement from FCC, IRS, and phishing reports would be SOMETHIING.
    If there is a way to help catch these people for prosecution, count me in... I've said that in my reports as well... still nothing.

    So the scammers continue to scam, and some people fall for it... and some people report it.

    A man with an accent of some sort called claiming to be with the "Tax Audit Department of the Internal Revenue Service," and said that he needed to contact us regarding an illegal tax evasion. He went on to say that our case was about to be brought before the "Federal Claims Courthouse" and that a warrant would be issued for our arrest. But before they go ahead and do that, we should contact their legal representative at (571) 210-1297. He didn't leave a name.

    I have gotten the same message from Officer Marcus.  Sounds like a recorded message.

    Officer Marcus also after me. Likely recorded call with no personal info (i.e. Your Name). Using different number for callback stating that a warrant has been issued, which arrives 2 - 3 hours after initial threat of arrest. As in Nigerian frauds, it is obvious if you stop and think a bit. Be wary of all 571 area code calls.

    I reported my first call from IRS (Mr. OConnor) 570-210-5559 on 12/17/2014.
    I received a second voicemail from the IRS on 01/06/2015, this time the number to call is 571-210-1297. They said they were with the IRS and that the reason for the call was they received a petition for a legal complaint for illegal tax evasion, and they wer taking the case to the Federal Courthouse to issue a warrant for arrest. This voicemail is saved. I did not call them back.

    You can't stop the calls from being initiated, but you can protect yourself with a call blocker.

    At this point there is nothing that can be done to stop the initiation of these calls.  The callers are located in India or Pakistan and as such beyond the reach of US law.  Local governments do little or noting to stop the scammer call-centers from operating.
