Google identifies the initials as Nationwide Recovery Systems and Collection Recovery Services, respectively. Likely some third-party collectors who've bought up old debts. Cease and desist them. Total bottom-feeders with tons of complaints online.

I received the same message as you Mr. Noncompliant and I refuse to call them.
