Weird voice hung up when I didn't respond

this company called at 11pm  they are in violation  comes up  as kxeg radio they are giving someone  a licence to report  them  robodialer  the gals voice  just hangs up good

I got a call at 11:00 pm.  She identified herself as a technical something (can't remember) and I said, "this is pacific time, and you called at 11:00 pm and woke our whole family up.  The caller said, "Oh, I know, but this is important."  I said, "You woke us up!" and I hung up.  Next morning, the caller id said KXEG radio in Phoenix AZ.  I lodged a complaint with the radio stations contact number (voice mail)

Dorks called us at 10:57 PM last nite, did not answer it.
May they lose their phones.
