Received call from them, don't bother answering.

I'm in Michigan and I just got a call. I did not answer. They did not leave a message

Got a call from this number.  I don't pick up on numbers that are not in my phone log.

So, how far is Ashland, KY from Cin, OH?  Get stuff from the Cin Vis/Tourism bureau all the time; could this be a caller for that entity?  Wonder, otherwise, who is it, and why do they keep calling me?

Called them back and received the 'you've reached a number that has been disconnected'  which means the number is spoofed and used as a conduit for a computer making numerous calls to disguise where the call is coming from!

Not necessarily.  There is at least one VoIP company that allows you to selectively or universally send unwanted calls to a system message that says almost exactly that.

I have an account with such a company that provides a "virtual fax" service that I use.  It receives faxes and converts them to PDF files that are emailed to me.  If I choose, I can use the line for a voice line, too, but I use it only to receive faxes.

Each call I receive on that line costs me money -- it isn't a flar rate line.  There are people who keep calling my fax line by mistake.  Some of these callers do so repeatedly, apparently ignoring the old saying that insanity is repeatedly doing the same thing over and over and expecting a different result.  I send these people directly to the system message, which costs me nothing, because the call is never answered.

All this doesn't really provide evidence that the number isn't being used by a scammer.  But it may possibly mean that the number is not being "spoofed" and that the number may perhaps be registered to the person dialing your number.  At least the number shouldn't be quite so casually disregarded.
