Buys debt from Time Warner Cable and others to harass you for debts that these companies have:
1. already wrote off or claimed a  "Tax Credit"
2. Sold the debt to Collection companies for 10-20 cents on the dollar (they make money twice)
3. Someone else (i.e. Rossman & Co) who bought your debt is trying to collect to break even or more hoping you don't get wise to their scheme.

Know your State's Statue of Limitations "SOL" for Debt Collections (not the state they are calling from).
it could be 3, 4, 5 years, etc... they can file against you in court; after that, they can threat all they want - but you do not have to pay.

See the FDCPA for details or contact an Attorney for legal action against them for harassment, etc...

Credit reports are reportable for 7 yrs - unless you have made any payment within that 7 year window.

If you pay them .01 Cent they can recycle the debt from that date and restart collections and mark up your credit.

No matter what they promise you - they can still come after you with continued collections until all is recovered. (tacking on late fees and processing along the way)
What they do is:
1. get you to settle (starts the process stated above)
2. Sell off your remainder to another collections agency (usually in the same market or ownership as the original to continue to collect from you until you have been raped!!)

They sometimes will pass on other debts to you and convince you owe them as well to prevent legal action.
