Weirdly, this call came in with caller id but the person or message said something so strange I asked him to repeat it and he hung up. I can't repeat it because what I thought I heard didn't make sense and I'm sure it's wrong. Suffice to say, the caller ID said Jess Villegas and it was clearly either a prank call or a sales call.

It is no prank nor sales call, but criminal scammers.  Since it's in San Diego county, I answered.  The caller said nothing until I seized into the phone with some creative swearing, he tried to say something but I hung up.  This criminal called right back! It rang and rang, as I have turned my voice mail off on all my phones so these scumbags cannot leave messages.  I suspect they've jacked/hacked someone's phone as a woman with the same area code mentioned it had happened to her.  Her name was on the CID, but she has made none of the calls.  She commented here on 800notes.

Okay, wth is going on? Now he's calling me. This person sounds like an adult too, does he have anything else to do. Idiot!

Did he ask for a specific person?

Caller said his name was "John" and said they were "contractors providing services for homeowners".

Assuming this is true and they're not outright scammers, there are still are some problems:
1. I am not a homeowner
2. I am on the federal DNC list
3. Even if I was a homeowner (see 1) and it wasn't actually against the law for them to call me (see 2) it's insulting because that means they think I'm stupid enough to hire a contractor who needs to resort to poorly-researched cold-calling to drum up business.

Caller ID said "Jess Villegas"; no idea if that's spoofed or not.

Caller said providing services for homeowners.  I said to be removed from the call list, he flat out said he would not be removing our number from the call list.  I heard a bunch of other voices in the background like a call center.

multiple calls, sounds like an unsophisticated call center with background noise.  Different voices, sometimes a perky female with good english, sometimes a male matching above descriptions, they never listen to the answering machine message and seem to always think the phone was answered when the machine message starts.  They do ask for me by name so they have mined some sort of valid information despite the phone number being unlisted, etc.  Still comes across as a fly-by-night affair.

Has called twice today. No message, just hangs up. I WILL NOT answer.

Wowza, they are on a roll today.  3rd call today, a different voice this time.  I think a heavily accented female voice but it hung up very quickly and was hard to discern with background noise.

If it's anyone that really has a need to talk to you, they will leave a message.

If I do not answer she screams my name over and over again on my machine, then hangs up. I have reported this person to the police. I HAVE her address in Chula Vista SD. THEIR ADDRESS IS:  222 G St. Apt.108 and will pay them a visit it necessary!!

I just received a call from this number and caller ID says Jess Villegas. I ignore it but not sure how they got my number since it is rarely given out to anyone.

This number just called me and a man said he was from EEKO home improvement. I have reported the number to the Do not call registry. Hopefully they will help. Jess Villegas on caller ID.
