The DNC list does not automatically block calls.  Instead, it provides a list of  "do not call" phone numbers to legitimate telemarketers who pay a fee for the list.

The DNC list exempts political callers, survey organizations,  charities and companies with preexisting business relationships, but these organizations might have their own, internal Do Not Call list (ask them).

The DNC list  is not effective against criminals, spammers and scammers, because those people do not subscribe to the DNC list, and do not care if you are on or off that list.
Its purpose is to stop calls from legitimate telemarketers, and it does a pretty good job at that.

If you receive calls even after reporting them (and waiting a sufficient time), then you should consider using a call blocker app, device or service as your first line of defense.  Google "call blocker" to see such things at Amazon or other sites.

Soliciting money for combat veterans charity. Say they will send an information packet but tried to get me to commit to a specific pledge. I told him a few times that I don't pledge any money over the phone and would have to see the information  before he finally said "maybe next time" and hung up on me. Total scam.

DO NOT GIVE THEM YOUR PRIVATE INFORMATION.

A$$HOLES...calling on a Holiday none the less...THEY GOT THE SIREN! HAPPY 4TH OF JULY!

They just called again, been calling for weeks now and if you just pick up the phone without saying anything the call would disconnect. Decided to say hello this time and as soon as the guy started to speak I told him that they'd better remove my #, that I'm on the do not call list and to stop calling. Then I slammed the receiver down.

They just called me too, like 5 minutes ago.  Tired of this.
