Anytime someone cold calls and makes illegal threats on an unvalidated debt, it IS a scam:

How can I verify whether or not a debt collector is legitimate?
Here are a few warning signs that could signal a debt collection scam:

The debt collector threatens you. Legitimate debt collectors probably won't claim that they'll have you arrested or claim that they or their employees are law enforcement officers.

The debt collector refuses to give you information about your debt or is trying to collect a debt you do not recognize. You have certain rights to ask a debt collector to verify the debt. You can use this sample letter to request this information. Ask for an explanation in writing before you pay.

The debt collector refuses to give you a mailing address or phone number.

The debt collector asks you for sensitive personal financial information. You should never provide anyone with your personal financial information unless you are sure they're legitimate.
If you think that a caller may be a fake debt collector:

Ask the caller for his or her name, company, street address, telephone number, and professional license number. Many states require debt collectors to be licensed. Check the information the caller provides you with your state officials, or the state in which the debt collector holds a license. If the caller refuses or is unable to provide you with information about his company, or if you can’t verify the information he provides, do not give money to the caller or company.

Tell the caller that you refuse to discuss any debt until you get a written "validation notice." This notice must include:
    The amount of the debt
The name of the creditor you owe
A description of certain rights under the federal Fair Debt Collection Practices Act
If a caller refuses to give you all of this information, consider requesting this information in writing or seeking assistance before paying the debt to make sure the debt, and the company, are valid.

Tip: You can consider sending the collector a letter requesting the information by using one of the CFPB's sample letters. You can also submit a complaint to the CFPB or you can contact your state Attorney General’s office.

Do not give the caller personal financial or other sensitive information. Never give out or confirm personal financial or other sensitive information like your bank account, credit card, or Social Security number unless you know the company or person you are talking with is a real debt collector. Scam artists, like fake debt collectors, can use your information to commit identity theft such as:
    Charging your existing credit cards
Opening new credit card or checking accounts
    Writing fraudulent checks
Taking out loans in your name

Contact your creditor. If the debt is legitimate – but you think the collector may not be – contact your creditor about the calls. Share the information you have about the suspicious calls and find out who, if anyone, the creditor has authorized to collect the debt.

Report the call. Submit a complaint with the CFPB or get in touch with your state Attorney General's office with information about suspicious callers.

Stop speaking with the caller. If nothing else works and you believe the calls are fraudulent, send a letter demanding that the caller stop contacting you, and keep a copy for your files.

Tip: You can use this sample letter to write a letter demanding the debt collector stop contacting you. By law, real debt collectors must stop calling you if you ask them to in writing.

Tip: If you're having trouble with debt collection, you can submit a complaint with the CFPB online or by calling (855) 411-CFPB (2372).

Most likely an  Indian or Pakistani IRS scam.   That phone number is most likely spoofed to show a US origination.   The only way US Marshals will arrest  you is if you have been indicted by a US Grand Jury and a judge has issued an arrest warrant for you and you have not voluntarily turned yourself in.  If you were the subject of a federal inquiry concerning TD matters you'd be well aware of it.  You wouldn't receive an absurd cold-call.  That 631 area code number isn't working.

    See:  http://www.irs.gov/uac/Newsroom/IRS-Reiterate ... -Telephone-Scam

    Report them:
    http://www.treasury.gov/tigta/contact_report_scam_ok.shtml

IRS does not file lawsuits.   Court action, if any is handled by the DOJ and all parties are entitled to legal assistance if it is a criminal matter.  But--tax disputes are for the most part civil matters.  90% of all IRS tax disputes are settled administratively.  IRS has absolutely no authority to call on local law enforcement for anything. Local law is never involved in IRS tax disputes. IRS has no powers of arrest.    If LE is necessary, US Marshals do the job.  IRS does not cold call anyone and ask for money. IRS does not accept Green card money paks for payment in any case.  No one is prosecuted for ordinary tax disputes. IRS has absolutely no authority over anyone's professional license. Professional licensing is handled by state governments.  Yes, levies on property to satisfy an existing tax obligation do occur, but only after a very long period of negotiation. And yes, liens are placed on individuals but  usually after a lot of negotiation and a failure to reach a settlement.    All determinations of tax liability are subject to appeals.  All  contacts by the IRS are initiated by US mail.

Received call on my cell phone from number listed above (631-935-1044) today, March 2, 2015, at 10:56 am, Indiana time, from New York.  I didn't recognize the number so I let the call go to voicemail.  A message was left, and I listened to the message...it was a computer leaving a message something about "when I receive this message I should leave work aside immediately, and dial same number, after repeated reminders to you by the 503 letter and this message ..if you fail to return the call...according to section 211 you will be detained for the next 72 hours under criminal custody by the attorney general and law enforcement team of your state has already been notified of the fraud and the law enforcement team will soon be at your doorstep."

This freaked me out so I call backed the number, and was greeted by someone speaking with a very strong foreign accent...I said I was returning a call...she asked me if I was "Angela", and I said "yes"...asked me if I file taxes...I said "yes"...asked me if I filed taxes in 2013...and I said "yes" and she proceeded on with some other information...something about my 2012-2013 taxes having many errors and miscalculations, and I was being arrested for fraud...I kept trying to tell her, that if I made a mistake on my 2013 taxes, why am I just now hearing about it in 2015???  She keep screaming at me, and just said, that "the proper law enforcement teams have been dispatched to my address", and she repeated my address, and then said "Goodbye"...

Total scam.   Similar to other IRS scams coming out of India and Pakistan.  Ignore the calls and block them. I'm an Enrolled Agent with the IRS (inactive) and I can tell you that the  IRS does not initiate contact by phone or threats.  All contacts are originated by mail.

This is a new form of the scam.    The old scam script isn't working.

I just recieved a call from this #. I got a little freaked out. .. the guy yelled at me and said that my number was already tracked .. and that he was sending authorities to arrest me because I am a criminal for a mistake I did on my taxes from 2010-2012. I didn't even do taxes on 2010 because I had not started working yet.
I even said I had to speak to my lawyer first, and I think he got more upset and said that nobody in this world was going to help me. he said that I was going to jail period.  How do they get your name and address!?

A person using the name of Nina Olsen made several threats regarding my taxes from 2013. When asked I her to tell me my SSN, she could not. She made some threats which I interrupted. I then told her, "I think you're a liar." END OF CALL. If you owe the IRS, they do not call. They send a certified letter.
