If they ask you to call a 905 number, it appears to be OCCA.ca run by Alice and Ed Portelli at home number (905) 873-6234.

OCCA (905-963-1125) Regular Line: 905-455-8474 for ONTARIO CONSUMER CREDIT ASSISTANCE was sending out 2 million Voice Mails per month to Cell phone users and Cell Companies complained to CRTC. Here is a choice of CRTC documents:

http://www.crtc.gc.ca/public/partvii/2005/8622/occa/599054.doc
http://www.crtc.gc.ca/public/partvii/2005/8622/rogers/603585.pdf

Now it appears they are using a US work around to do illegal Auto Dialing. Feel free to complain to Ed and Alice directly and Ms Rheaum at the CRTC, since they are by no means the only Canadian organization using the US to attempt to circumvent the law.

What the hell? EVERYDAY I get woken up by this number calling me. I answer and then it hangs up on me. How did they get my number when my number is listed PRIVATE? I can't even talk to anyone so they can take me off their god damn list.
Isn't this kind of stuff illegal?

No one there when I pick up the phone. Get about 30 seconds of static - no message - and then the phone starts the disconnect beep. This is occurring on a fairly regular basis; roughly 2 or 3 times per week; at different hours of the day and evening between about 8:00 a.m. and 10:00 p.m.
I don't have caller I.D., so I finally did a *69 check and then googled the number, which led me to this website.

They just called me... and like everyone else on this board, I got the same response.  I answered "hello"... and no one was on the other end.

For over a year now I've been receiving calls from some criminals that keep changing their area codes and phone numbers.  I've complained to the RCMP and the CRTC... to no avail.

Several times a week I get calls from American Area codes for just about everything.  Credit counselling, donations, free vacations.  These criminals are trying to get your credit card number to start using your card or to steal your identity.  Never give them anything no matter how good a deal you think it is.

The only problem is these people never remove you off their calling list, no matter how many times you hang up on them.  The only way to stop them is to change your phone number.  I can't do that at the moment.

The "do not disturb list" (coming in the fall of 2008) is still not going to stop these criminals... because they are probably not in North America.  I think they are using a Skype account, and that's how they can change their phone numbers all the time.  Last week I was getting calls from area code 353 (Michigan)... now they are coming from Iowa (641).

I have a friend that is in Mexico for 5 months, and they are using a Skype account to call me.  On my call display the phone number pops up as a user name and number (eg:  name2343).  That means Skype users could type anything in their user name (like 641-715-3900) and it would show up on caller display.  That's how they can change their number every week... and probably why the police can't find them or track the down.   I think these callers are Nigerian criminals hiding behind Skype accounts.

In my opinion this is only going to get worse as the years go on.  Cell phones and computer use is exploding in the 3rd world (Nigeria), that means these people are now easily and cheaply connected to phone numbers in the developed world.  So phone numbers in North America, and Europe will be targets for these criminal gangs for a long time to come... and it will only increase until the phone companies and government DO SOMETHING ABOUT IT!
