They call with The NYS Sheriff's Department number then they leave you a message to call this number.  Complete scam. They say they are issuing a warrant for your arrest if you don't pay taxes.

There is a widespread IRS or "tax scam" being  practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

Call from 646 369 1374. The caller pretended to be from some Tax Crime Investigation Unit with the Police and actually engaged in a live conversation !... When pressed for details regarding the "investigation" he hanged-up.
