WASHINGTON — The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting.

“This scam has hit taxpayers in nearly every state in the country.  We want to educate taxpayers so they can help protect themselves.  Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,” says IRS Acting Commissioner Danny Werfel. “If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don’t pay immediately, that is a sign that it really isn’t the IRS calling.” Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim’s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it’s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver’s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here’s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue – if there really is such an issue.
If you know you don’t owe taxes or have no reason to think that you owe any taxes (for example, you’ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you’ve been targeted by this scam, you should also contact the Federal Trade Commission and use their “FTC Complaint Assistant” at FTC.gov.  Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information.  This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

I just now received a call from this number with the same message that I "should not disregard this call as it will not turn out good for me".   Since I have an iPhone, I could block the number.  

This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). I got the same message with threat of jail time too!!!

A person with foreign accent demanded he was with the IRS and return his call , myself or attorney. Office Adam's...646-432-0388....Lol!

I just got a call from this number too. Same message same name officer Adam Scott, don't dis regard this message either you or your attorney call me back in regards to this issue ( never saying the issue) if you don't call me back I wish you luck as this situation unfolds... please people don't fall for this dumb people.

I also received this type of call threatening action from the IRS. I was upset but did not return call.I had a friend listen to the message and she assured me it was bogus.

I received the same call as above from 646-432-0388. A man with a foreign accent stating he's with the IRS and to hav my attorney call him back. I immediately hung up. I received a call from the same number 15 minutes later. I didn't answer and immediately blocked the caller.

Same call. Starts out speaking pretty good English and then turns to an  accent. He said, If I do not respond immediately to this call, all he can do is wish me good luck  and be prepared for the situation I'm about to face. Nice threat! Didn't work for me!! It suck's, there are so many elderly and just plain folk's out there that may owe the IRS, and will take this seriously and get taken. Watch out.

Guy with a thick accent claimed to be Officer Adams from the IRS and left a message stating I need to return his call ASAP, or else.

I thought I got rid of this thief last week, but I guess not.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.

I got a call at almost 8am saying the same thing as above. He left a messege and wouldnt say his name or who hes with. It sounded like a telemarketer with all the noises in the background. Said call or have lawyer call or if not he wished me good luck with this situation. He had an accent.

I received the same message as listed above and he threatened me if I did call the second I got the message.

I received the same message in a voice mail. Reported this to http://www.treasury.gov/tigta/press/press_tigta-2014-03.htm. I think it is important that anyone who gets this phone call report it so we can stop this. I know there will be people who believe what they say with their scare tactics! So glad I did not answer it and it went to voice mail!
