I keep getting this call 4-5 times a day. No message left.

Probably time to buy a call blocker device, app, or phone.
Google "call blocker" to see the various types, and find one that best meets your needs.

This # called 12/19/14, as well as the day before, and did not leave a message.

646-490-2938 called my invalid 80 year old moms number at 9:05p.m. on 12,19,14! Some Mississippi windchime demanded to speak with her!, I told it that she couldn't come to the phone and asked what the call was in reference to and was told that "It's a survey for voter registration". I told it that they were calling MY private NON published number that IS on the useless and worthless FEDERAL DO NOT CALL REGISTRY!, The very rude and insulting chimp got all nasty and told ME not to be all high and mighty! I told it if that's how it felt than come over now and see me if it wanted it's teeth knocked the hell out and well see who's high and mighty! I called it back and found out that of course it's some democrat office! They ARE the worst, most deceiving batch of greedy liars, [***], [***], scumbags and turds on the planet! Democraps ARE worse than the Republicants!

Political calls (also charity & Survey's) are exempt from the DNC which is for telemarketers.  Criminals are not going to obey any laws though in regards to the DNC.    Consider getting a call blocking device or phone.. You can google them and many are around $40.00 or so. If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.  This is your best bet to stop unwanted calls.

Caller ID is a long string of numbers.  No message, so dont know if its still Dems or scammers.
