A foreign man left a message saying he was with the Criminal Investigation Department of the IRS. He said that there was a criminal investigation concerning me.  He told me I must call back or I would be arrested at my job.

It is NOT the real IRS!!  It is a scam & you will NOT be arrested.  The IRS mails letters if there is a problem.

A caution from the *real* IRS, excerpted:

WASHINGTON — The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting.

... "Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,” says IRS Acting Commissioner Danny Werfel. .... Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail.

The FTC has issued similar warnings twice this Spring:

"Tax season may be over, but scammers posing as IRS officials continue to call, saying people owe taxes and better pay up. .... The IRS doesn’t ask people to pay with prepaid debit cards or wire transfers, and doesn’t ask for credit card numbers over the phone."

An amateurish and pathetic attempt at a phone scam:
Just got a call from a thickly-accented fellow claiming to be from the office of Brian O'Connor telling me I am under investigation by the Tax Criminal Investigation Office and that I should call 646 760 5431 in order to find out more.
I have reported this to the REAL Internal Investigation Service on line.

    Yoel M.
I recieved a voicemail from the same number also with a message saying that i will be arrested. i called back the number but at the same time i googled his number and this came up.He said that I owed the IRS $1800+. I asked what country he is in and he said hes in Guyana. He asked why Im asking< I told him that his accent is giving me a headache. He asked me if Im hebrew, he said that my accent is coming up as hebrew. Maybe he has some software who reads accents (which would be off). Then i asked him what my social is and he gave me my 5 digit zip code saying that those are the last 4 of my social. I told him that hes lucky that hes not in the US cause he would of been arrested.
    Thank you all for posting.

    THIS IS A SCAM
    This is a scam.
1- they do not speak English properly.Yet their names are standard American names(origins of accent maybe of Indian or Pakistani descent) 2- they tell you they are Criminal Investigation Department of the IRS,
3- they threaten you that you will get arrested within 45 minutes of this call if you do not pay.
4- they are very rude, told me not to interrupt him until hes done talking and then I'll have time to ask questions. in his speech he tells me that this is very serious and that if not paid right away Iwill get arrested.
PLEASE DO NOT GET THREATENED BY THESE CROOKS. OUR GOV'T DOES NOT WORK THIS WAY. IRS SENDS CERTIFIED LETTERS TO YOUR HOME. THEY DO NOT CALL YOU. IRS WANTS YOU TO CALL THEM.

Needles to say we called police and they took seriously as a result of threat and they said will contact FBI.

Totally stupid scam.  IRS has no powers of arrest.  If there is an arrest in connection with (say) tax evasion the arrests are carried out by US marshals, but only after an indictment has been handed down by a grand jury.  These fools try to scare you and say the local police are going to arrest you for some error in your taxes.  Totally stupid.  But a lot of people apparently believe it.
