    It is Portfolio Recovery.  They are the worst to deal with.  I settled an account at a lesser amount and they have gone and stuck the balance as owing on my credit report.  Spoke to them today, they are sending it to the managers to fix.  They even have sent me a bill for the balance.  Another debt I owed with them and was settling, the "manager"  got mad and nasty with me because I wanted to mail my payment rather than allow them in my account.  They still owe me a settlement letter on that account.  I've been dealing with a lot if collectors, (due to illness and getting behind) Portfolio is the worse!!!

    Yes. Portfolio Recovery. Trying to collect a past debt.  What they (and others) do is they "troll" and purchase old debts from the lender/provider when they can't collect, and the amount is too low to take legal action (based on the balance or state rules).  They buy up the debt for "pennies on the dollar", then try to collect the full amount. If you ever read the notices, they say that they can't take legal actions (court, garnishments, etc.), and they offer you a "one time deal" to pay a lesser amount and have the amount settled. DO NOT DO THAT!!! If you agree to the settlement, either in a one payment or a series of payments, you are in fact re-activating the debt with them. If you don't follow through, they can take collection actions. And if the debt is already barred from collection by a statute of limitations (varies by state - check your Attorney General's office information for Debt Collection), the collection statute of limitations starts over. In other words, yeah, the debt could hang on for years and years. I just blocked their number. And I shred all their notices. (When I first got the notices about 3 years ago, I wrote them and requested a copy of the original debt, the original amount, the original account number. They never responded. I then wrote to them, advising them that if they didn't respond with that requested information within 30 days, they are legally barred for any further contact under the Fair Debt Collection Act and under the applicable laws of my state. They did not respond, and they keep contacting me. However, I only get a letter from them once or twice a year now, instead of every couple months.)
