Came across as 'Private Caller'.  Went to the answering machine, he says 'Hello' then hangs up.  Heavy Indian accent.

Ipso facto and ipso jure, I find it outright ridiculous, lugubrious, sardonic and insalubrious that this number will repeatedly call my number without leaving any message(s).  It is apparent that whoever is placing this anonymous call wallows is enmeshed in a state of syphilitic parochialism, ethnocentric chauvinism and cankerous mendacity anchored on malodorous saga, cum gargantuan gaga. This is my humble logomachy.

Got a call from this number with a message that the IRS has a lawsuit filed against me.  The accent was so heavy that I had a terrible time understanding her, but her name was Nicole Brown.  I returned the call to the number they left (866-978-6389) and it was answered by a man with a heavy accent, answering the phone IRS.  He was yawning and I could hear other phones in the background.  When I asked him a question he told me not to speak until he was done and then I would have an opportunity to ask questions.  He went on to tell me about the lawsuit against me and I was going to have all my assets, credit cards, savings, drivers license and VISA confiscated and someone would be at my house in two hours to do this.  A little scare tactic in use there.  I let him finish - which took awhile, and then when he asked me my response, I hung up.

Consider getting a call blocking device or phone.. You can google them and many are around $40.00 or so. If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.

Report your callers here, not just to the DNC alone:

    https://esupport.fcc.gov/ccmsforms/form1088.action
    https://complaints.donotcall.gov/complaint/complaintcheck.aspx?panel=2

For text messages: forwarding any text message spam you get to the short code  “7726,” which spells “spam” on most phones, to alert your network operator to the abuse. ATT won't accept 7726 But they will accept BLOCK and return a message that the web site is blocked. forward the texts to 7726 or BLOCK, depending on your phone carrier.

Call received @ 3:41 CST/Texas today. I called back using caller ID blocking, to prevent the robo-troll program from recording my active phone number. My number shows up as "Unavailable" on the receiver's caller ID display.

There are two responses when I call back anonymously. I got the second one this time around.

    1)  The number rings, there is a pause, then the number self-terminates with a busy signal dial tone. This is likely the actual number that dialed me, and goes to an automated dialer server.

    2)  The number rings, and I get "We're sorry your call can not be completed as dialed; please check the number and dial again." This likely means I'm not calling back to the actual number that dialed me, the number was spoofed and I'm dialing an innocent party or a dead line.

Spammers make their money harvesting active phone lines (or email addresses) and selling them, and by commission if their advertisement leads to a sale with one of their "partners".

Any vendor that uses shady/unsolicited spam advertising schemes (phone/email) is untrustworthy.

Colorado Diamond, most people have two problems associated with telemarketers, scammers and unsolicited phone calls from strangers in general.

The first, is that they disturb us at all hours of the day which impacts our ability to remain focused on projects, sleep, etc. The second, is that they pollute our message machines with voicemail, dead silence, and caller data (typically bogus) on our call history logs.

To solve the first problem, we can buy a cordless land line phone from Wal-Mart, etc., that has a Do Not Disturb feature. This feature when activated, doesn't allow any ring through for handsets or the base station.

The second issue solution depends on whether or not someone feels the need to monitor phone messages left on the answering machine or the call history on a phone log.

I do leave my phone answering machine on, because I do get legitimate business calls for phone service repairs in the neighborhood, healthcare appointment reminders, etc. However, I could just call everyone I do business with and give them my cell number and let them leave a message on that instead. I could then turn off the messaging service on my home land phone, a VTech 6.0 cordless phone has this capability.

At this point, the only thing I have to deal with is the caller history log, since my cordless keeps the last 50 caller numbers. I find monitoring these numbers to be...informative, if anything. I can check the log at my convenience, or not...looking at the caller list gives me an indication of how many unsolicited calls I get, without having to be inconvenienced by them.

The people that I do know, that are important have my cell phone number, and cell phones are much smarter than typical land line cordless phones. I can set up an application to literally ring me for people I do know, and dump everything else without a ring or message.
