I immediately redialed the number and it said "your call cannot be completed as dialed - please check the number and dial again". So they are somehow faking or forging the caller id number. What does that say about the legitimacy of their business? - JenHang up calls here too!

- SusanYes, here I am AGAIN - they've called twice today. What gives?! I've already reported them to the DO NOT CALL list several times - how do I make these annoying calls stop??? They never answer when I pick up, if I don't pick up they don't leave a message, and when I call THEM back, I get a signal/tone like you get when your call drops to let you know the line is clear. SO FRUSTRATING!

There is a way to track who it is. What they seem to be doing is using a VOIP provider with outbound calls. A good hacker can easily re-write the code in the softphone (PC phone software) and plug in an erroneous number to show up on caller ID. (I read about this - big with ID theft rings phishing for information).
This is a nuisance call, and with enough complaints someone with the resources to track the calls will do so.- Caller: Unknown

The FCC responded to my complaints and said they will not investigate because hang up calls are completely legal.
I say keep filing complaints, because it is illegal under the FCC falsify or code a computer to make it appear as if the phone number is legitimate. In this case since every time anyone tries to call back, they seem to get the recording I do that the number is unavailable, Disconnected, or just a busy signal.- Caller: Unknown

NEW INFO - I used my detective skills and traced back the VOIP provider to Level 3 Communications. I have emailed a complaint of abuse to chris.hardman@level3.com who has been extremely helpful in the past from tracing their clients to be removed.
In the VOIP world, with enough complaints they will drop the customer for breaking the terms of service and abuse. This is a hot topic and the VOIP provider could be held liable under existing laws for their clients abusing the VOIP system to harass people.
The provider of service is reputable, so I recommend filing abuse complaints with them at abuse@level3.com- Caller: Unknown

Clearly an illegal company operating under the law.
However i have determined that the company is residing in North Carolina on E. Trade Street around the 600 block area.
I found that info through google maps. For $15 dollars we could find out names and exactly who and where they are.
This charge should be swallowed by the phone companies who are supplying them with their communication service. Their telecom company they use is 'Level 3 Communications' their URL is http://www.level3.com/
Level 3 - Fraud dept have been very helpful and are about to trace the call. If they can find the correct number i will share this with you all. If they can not find the number they will tell me how to find the number through my provider and again i will share this with you all.
It is clear thay the goverment are not will to stamp on this sort of abuse.
We must always work together to defend and protect ourselves from rogue entities such as our invisible friends in North Carolina.
Googleearth may even have pointed out the particular building that these characters or in.
