They called a few times and never leave a message and when I called back I keep getting a busy signal

Just got a call today, no message left.  
I get calls minimum 2-3 times per day from numbers that never leave message.  
Once in a blue moon I'll get a call on my ans.machine about lowering debt deals.  

I think it's high time I get a new phone that blocks numbers.  At least that way, the phone won't even ring, from the offending number.

Good luck, that national do not call list is not exactly fool proof.  Not when you get some companies with fake phone numbers.  They're going to websites and buying phone numbers of any area code they wish.
So, knowing that...how exactly do we know what province/state, country they're really calling from?  
We don't, we just have to:
(1) wait for your talking call display to tell you
(2) program offending number into your block-capable phone/ans.machine
(3) rinse/repeat.
