That is Survey Sampling International.
The caller ID has SSI

They use SSI to trick people into thinking they are Social Security and answer out of fear of missing such call.  They target elderly people mainly as well and go by voter lists.

Parasites who get around the Do Not Call Laws by claiming they are legitimate Survey Company.  Regardless this law needs to change.  Call your Congress and Senate Persons and let them know you want this stopped.

They call at night and every election they really target elderly voters, also they use this as a way to promote scams like vacation schemes etc.  (There is a litany of schemes they run under so-called Surveys!)

To get off their list they want you to email them and beg them to stop harassing you and using your phone number and wasting your cell phone minutes for their own means of making money.  Even if they take you off they just gained you email address and will confirm more data to use against you by them and their peers who sell our data and privacy for their own needs and use such for quid pro quo or income resource.  If you can not block them do that, yet another way which we have to pay for to block parasites.
