    This caller continously harrasses me on an every-other day basis. These people claim they are lawyer, state troopers, and threaten to have me arrested. They fail to identify themselves and the company they work for and insist that I give them bank account information for collection of debts. Recordings also say its the "Offices of Scott Windsor". I think this is ludacris.

    They call and when my machine picks up, they leave an annoying, loud beeping sound kind of like a British Police car siren.  They call daily and clearly do not comply with the do not call registry.

    I'm unaware of who this is... my phone rang after 9pm on a Thursday, and the caller did not leave a voicemail. If this is a debt collector/telemarketer they are outside of the FTC regulations.

    (1) at any unusual time or place or a time or place known or which should be known to be inconvenient to the consumer. In the absence of knowledge of circumstances to the contrary, a debt collector shall assume that the convenient time for communicating with a consumer is after 8 o'clock antimeridian and before 9 o'clock postmeridian, local time at the consumer's location.

    Yeah, these people call me from various phone numbers, and I've never answered; I used to have their phone numbers programmed into my phone to ring "silent" but my new phone doesn't do that. All I get are recorded messages that ask me to call back or threaten to take me to court or something. However, never in any of the messages have they mentioned a NAME at all, and once they were calling me in conjunction with a Niagara Federal Credit Union or something like that account -- a company I've never heard of. They've harassed me for over a year now.

    really? how is this possible? what do you mean a sex offender SITE? is this on the Internet? How ca they call ordinary citizens? They call me on a daily basis early in the moring and late at night and don't say what they want and sometimes ask for someone I do not know or ask for no one at all. tried to call them back at the number of my caller ID and they did ot answer, just uzak? Are they for real debt collectors or should they be ignored. I would think if they were for real they would clearly identify themselves as a debt collection agency as if required by law I believe and clearly ask for a specific person that matches the phone number to which they are calling, am i right about this, should they be reported and ignored? Is there a way to get them to stop calling?

    yeah, I've been getting this call too, but I never answer because its a foreign number, and I usually wait for foreign numbers to leave messages before I acknowledge them as real people. They never leave a message though, so I'm not sure what its all about. I can tell you, it's a pain in the *** when I'm on a conference call and the call waiting keeps bleeping and its them. What do they expect to accomplish??

    when is the law going to stop these collection hounds from harrassing innocent people?? and when is the law going to at least make them put their names to these numbers they use?? plain stupid  Good luck but they are going on my block list :)

    The company's name is Mercantile Adjustment Bureau, LLC which is a debt collection agency.  They are also known as Pallino Receivables II, LLC and possibly others as well.  While some of their business is legit, these folks are typically scum.  One of their principle activities is to purchase long outstanding debts at a huge discount compared with the original debt, then they will offer you a "discount" to pay the debt off.  

    If you Google their phone numbers or just look around the internet including site such as the BBB, you will see -A LOT- of complaints about these people...they even give other debt collectors a bad name!  Others have reported them as claiming they are everything from lawyers to law officers.  They frequently provide false or misleading information (including their own addresses) and frequently try to "scare" people into paying the outstanding debts (even if said debt doesn't actually exist).  If you are being wrongly harassed by these people you can register your own complaint against them with the BBB and the FTC, but chances are you won't get far...these people seem to only recognize their own rules of conduct.  The best defense against them seems to be simply changing your phone number or getting caller ID and completely ignoring their calls.  Hopefully some day someone will successfully lodge a class action law suit against these people, but until that happens the best you can do is just ignore them.

    If they are challenging you with a legitimate debt, KNOW YOUR LEGAL RIGHTS!  Again, these people are SCUM and they will use every trick in the book to try and get you to pay.  Do not be fooled, intimidated or scared by misleading terms such as "pre-litigation" or any other pseudo-legal jargon...these people are not lawyers, they are not law officers and they are not the courts.  Also, do NOT volunteer -ANY- information to these people.  If you are not sure where you stand, then contact a lawyer who offers "free consultations" for specific advice...your best bet is to simply let your lawyer deal with them.  Unless you get something -in writing- with very specific details in regards to them taking specific legal action against you (not threats, but impending court dates), all they can do is harass you...which they will do endlessly.

    Here is a quote from Bill Hibbs' website; "Anyone being contacted by Mercantile Adjustment Bureau is warned NOT to believe anything they say or do because they are liars and con men, out to steal your money."

    Again if you are not sure where you stand in regards to a debt collection, you should contact a lawyer and discuss your situation with -the lawyer- and NOT the debt collector.  Otherwise your best bet is to simply ignore these people.

    yeah i got a call from this number..it was a womans voice and twice repeated the messege to me telling me to call...on a sunday night at 8.00...thanks to all the people giving out the info on this page...you have been helpfull

    This company is also using 866-726-0522. I get "This is Brian calling from Mercantile Adjustment Bureau" and to call them back. I've tried calling back and no one answers...i guess that's better than being screamed at for not paying non-existent bills and having someone think i'm stupid enough to give them my checking account information

    In addtion to the numbers you have listed below, they also call from 866-716-1545.  I do not not have voice mail, but do have caller ID and it never lists who is calling.  I do not pick up. I google the numbers to find out who it is.  I do not understand if they are bill collectors why they continue to call my number. I have great credit.

    Thanks everyone for your posting and thanks to my colleague who over heard my conversation with Mercantile Adustment Bureau.

    I was upset at first b/c he said I had a charged off account with Discover card on 02/28/2009 in which I honestly replied I never apply for Discover card. Then he verified my ss no. and address, in which I was naive enough to say YES. I just pulled my credit report yesterday for a loan and discovered that I had an unpaid student loan that I never borrowed, now appeared on my report. Coincidently, when this man called, I thought he was calling from my dispute. So now, my vital data is in the open with this Co.
    What's going to happen to my identity?  What should I do to protect my ID?
