Called 12:15 EST today and I let it go to voice mail. No answer or message.  Based upon comments listed on this site, I put the number onto callblock.  If it was ever a legitimate number, it's been spoofed now.

I received a call from this number at 12:21pm on 12/28/15. They didn't hang up and all I could hear was a bunch of people talking in the background. Telemarketers going on and on.

Call today at 5:59 p.m. January 4th. Did not leave any message.

Received call at 10:40 a.m. this morning.  Did not answer and no message was left.  Last call I had from a city with three digits ZN plus a number was from a scam charity.

Person with Asian accent claiming to be with XYZ calling about my utility bill. Told her we're a law office but she kept on talking never deviating from her script. I finally hung up on her. Total SCAM.

Calls every so often but never leaves a message

Received 2 calls today, first one we were out and no message left, second one wife answered and no one on the line.  Added to call block

When I answered, no one was there.  I called back and got a message that no one was answering.  I wish they would talk, I am lonely.

Just don't answer. If you don't answer they will stop calling eventually. Get a call blocker that is able to block area codes, area codes + exchanges and individual numbers. Don't call them back-also calling back toll free numbers using *67 will not work, they can see your number. Practice self control and it will payoff. Also get a dog or cat if you are lonely. They'll be better company.
