Received a call from a pushy telemarketer who was trying to give me a $40 gift card for signing up to some service at $19.95. The caller new the 4 last digits of one of my credit cards and obviously new my private  call phone number. He wanted to verify my address and credit card # to complete the transaction when I hung up. I called my credit card company and they canceled this card and issued a new one with a different number. Beware!!!
    Call Type: Telemarketer

That's a Lie! I work for a company under contract for Visa/MC and many more. This phone number is tied to a company who has stolen your credit card information along with your name and phone number. They call to make sure the information is still usable.

After you get this call they will start to charge your account from $2.00 to 99.00 over and over from 100's of fake online stores for some kind of junk with a real value of maybe .10 or up to a 1.00. They mail you this junk as if you made a real order using your charge/debit card.

CALL YOUR CREDIT CARD COMPANY AND BANK NOW!!! TELL THEM YOUR ACCOUNT HAS BEEN STOLEN

It IS a scam! I was called by a rep here.  She said I won something, she talked real fast and before I knew it she was telling me my own address, and part of my own personal credit card nmbr.  I asked her how she knew my card #, my address and even my personal cell #.  The lady refused to tell me how she knew all of this personal information about me, saying that it is classified or something.  That is MY personal information and she thinks that it is her business to obtain it and refuse to tell me how?  That sounds illegal doesnt it?

I am pretty sure you recently singed up for some free groceries or something of that nature. It all goes back to Savings to Go they send you a book of coupons for like 200 pre cut grocery coupons for the low, low price of just $ 2.00 and a low $ 0.75 service charge. It is a scam from the word go watch you Credit Card bill.  They also do the magazine marketing and from my other research sexual aids through a Company Penny JC, not JC Penney but they are nation wide and the parent is a Fortune 500 company. With me I singed up through Nelson Research group. Not Nielson Research Group the nationally known company but Nelson research group and had answered an advertisement I heard on the radio.

Fortunately when I recievwd the wecome email, it was simple enough to cancel. Cince my credit card issuer apparently sold my information, I've concidered canceling the card. I'm still waiting to see if there is any fallout to this attempt to slam my card.

          This is indeed a scam...
If you had been in business "forever" then your company wouldn't need to keep shape-shifting and changing names.

They ignore the Do Not Call list, basing their "right" to do so on an "affiliate" relationship, the nature of which is identity theft. They have received a credit card number from someone not entitled or authorized to use it for any purpose other than a single particular transaction, and that makes it identity theft to distribute that card number without the express and informed consent of the card holder.

          The scam works like this...
Someone you bought something from sold your personal information to this company.
This company seems to believe that this entitles them to charge your credit card without your deliberate consent.

This scam works in the following way.
Some clown like "Brandon" here calls you offering you valueless gas coupons denominated at between $40-$50 usually. You probably won't be able to use them unless you enjoy origami, but they won't promise that you can use them any particular place, they will merely claim they are good "all over." If you say anything like, "I'm interested," or "Yes" or "OK" at any time during the conversation, even if the words are used in an entirely different context, they will charge the card number they bought. If you decline, they will say "well we'll just give them to someone else..." and if you say "OK" they will charge your card and claim they have your voice saying "OK" in acceptance of the charge.

If you contest the charge they will then play a recording of you saying "yes" or "OK"... in or out of context doesn't matter to them. They will relent when the authorities press the issue and will return the amount charged, but they will be doing this to tens of thousands of people a day... and even if they return your money in full, they will still use it to generate large amounts of interest, which they will refuse to refund.

If you say "NO" very clearly, they'll charge you anyway. Then later they'll claim it was a clerical error and refund the money, they will however not surrender the interest they made on it.

They will never identify the "affiliate" who sold them the information, in spite of the fact that the onus of proof, demonstrating that they have a legitimate business relationship with you is on them, and they are required to provide that proof on request or be in violation of Federal Law. They will simply say that they don't know. I am personally unaware of doing business at any time with any company I myself don't know and find it unlikely that they actually don't know.
Well, if they don't know then they have committed a crime by calling you unbidden, and they have committed another by possessing your credit card number in a manner other than by your consent. Charging your credit card without you giving them the number yourself, even "accidentally" isn't a mistake, it's identity theft. If all they know about how they got your credit card number is the number itself, that isn't an "affiliate" relationship, as much as it is a "fence" for stolen card numbers.

When challenged they return the original charge, but pool the misappropriated money and collect interest on it. I guess it's okay to steal from people if you give the stolen money back? I shall have to remember that the next time I need something on short notice. A car perhaps, Brandon here says it's okay if I give it back when I'm done... except Brandon here doesn't joyride in stolen cars... he deals in stolen identities.

This company seems to have a history using one alias or other of doing exactly that.

The company has a drop box for its mail, and zero web-presence other than a stream of fraud complaints, and no website of their own. How does one maintain an affiliate relationship when you aren't the same company from month to month unless "affiliate" means "I have business with you because I bought a CD full of harvested credit card numbers."

          But Gosh Brandon...
If your being in possession of credit card numbers that were not given to you by the cardholder is due to an "affiliate" program then who are the members of this mystery affiliate program?

I just got the same call and this is the second time within about a year. The girl was so rude to me that I asked for her supervisor. He was worse! He said they were located in Florida but the main office was in South Carolina. The company name, he said, is Quality Resources and they were calling about a Value Plus program. They new where I lived and what kind of credit card I have. I didn't talk long enough to find out they had part of the number but I bet they do. What can be done about this?

On Sept 19, 2007 I left a message here (page 10) about what I did to stop them.  I havent heard from them since.  Just so you dont have to scroll all the way to page 10 - the calls with no one on the line are computer generated.  Once you pick up the phone, the computer tells this skanky company what time you are home or are taking calls.  At that time, usually the next day, a real person will call with the whole rude sales pitch.  I accidentally answered a call one morning when I was still asleep and didnt have my glasses on.  There was no one there.  I waited for the next business day for them to call.  They did, and there was someone on the line.  I answered the phone saying "Pierce County Sherriffs Department, how may I direct your call?"  They hung up immediately and havent called back since.  I dont think they will, but if they do I will answer the same way.  You can use any "disguise" you want.  "Attorney Generals (use the name of your states A.G.) Office"  "State Mental Health Department", etc.  Use your own imagination and wit.  But, make sure you report them.  There are many links in the following pages that will help you make a complaint to the Florida Attorney General.  I did, and I recieved a letter from him this morning telling me that he has had many, many complaints.  And that he is doing all he can to make it stop.  Be smart, be heard.

I had to cancel my cc because they called me this morning w/ the same fast talk. I knew from after getting off the phone w/ some woman at that 7277120382 number I had this sickening feeling that I was scammed. This woman asked me to put in my birthday (only the month and date) by using my phone. Then when I did she was like "OH! That is my brother's birthday!" then told me that my information was "protected" and she kept saying that identity theft happens every 3 seconds and that she was a "victim" of ID theft. [yeah whatever] So I called my credit union and they immediately helped me. Obviously these fat bastards have nothing else better to do but to disturb innocent people. The first time I got a call was last night around 11pm. So I am going to do what Suss did And answer with an alternative title. Suss, you are brilliant!!! :)

Suss, I also live in Pierce County.  Great job.  I have been getting calls from 727-712-0382 Quality Resource up to 3-4 x a day starting just after 8am and ending just before 9pm.  If it is an out of state area code I do not answer my phone, thinking, solicitor, telemarking, collections, etc.  I worked in Healthcare, and when I looked up Quality Resource all these job openings appeared, then I added to my search Clearwater, FL. and got this web site 800notes.com and your comments, along with many others.  I do not do on-line payments because I do not know how secure my information really is.  However, I did make a purchase through Ebay using PayPal for payment.  I have also ordered once on-line through Amazon.com. This week, I got an e-mail from services@PayPal.com stating that some had tried to access my account from another IP address, and for security reasons would I fill out the attachment (which asked for almost all my personal, financial, information) it went on to say to check with my bank in 2-3 days because they would be making two deposits to my account and to e-mail them back the amount of the deposits.  Yeah Right?  I contacted PayPal Customer Service via telephone to ask about this e-mail, which of course was a Scam. Since I making purchases through e-bay, PayPal, and Amazon.com, I have been getting scam e-mails and phone calls, the e-mails really look legitamate.  One was from SunTrustBank, USBank, and IRS regarding a refund.  I contacted SunTrust and USBank, and the IRS e-mail is listed as a scam under the IRS web site.  I am concerned that the information this company (scam) Qaulity Resources and others are somehow getting the information they have regarding creditcards, banking accounts, last 4 SS numbers are the result of purchases made via the internet.  So how really secure are we when making on-line purchases, or  using bill payor, etc. or using on-line banking, (which some banks offer rewards, increased interest rates, free banking, if we use on-line banking, or even to view our accounts on line).  This is really scarry.  What can be done to stop the calls and e-mails, especially e-mails that appear to be legit. and are legit companies or businesses.  Every time I get an e-mail scam or call, I call my family especially my grandchildren since they are now just getting started out on their own with bank accounts, credit cards, etc. and utilize the internet alot, especially my son-in-law, for purchases.  Would love to hear back from you and anyone else with updates on new scams, etc, you have encountered and what to do.  Can't anyone find out where/who is doing this, if they can find us and all our info, why can't they be found and stopped and charged, arrested?  I just don't understand.  What about TV news having a segment on Scams, just like they do on one station, checking out "stupid" things, their investigator, on how hard a fan blows, or if a certain gadget works. What a waste of time and money, when they could be informing the public on these telephone and internet scams.  Anyone agree.  Thanks Suss for your information and others that sent messages.

That is why it is so important to read:
          1. Terms and Conditions on all websites before you start filling out forms for purchases - this is where they tell you the "charges" that will be incurred - as you agree to the T&C on every website when you make a purchase.

          2. Privacy Policy - this is where they tell you that they share you info with their "partners" - increasing spam email and phone calls.

Why are their even telemarketers, except to get on peoples' nerves? Especially with that attitude, no one is going to listen to you.
Besides, there is a huge difference between inquiring & harassing. Perhaps your company should read the page on here about what is considered harassment. If you are calling a number on the do-not-call list, it is wrong. If you are calling several times a day, or even per a week, that it wrong.
Anyone nowadays should know how to look something up on the internet to get the best deal if they are interested. And there are always the Yellow Pages to consult if they do not want to use the internet.

The problem is, nobody authorized your company to have even 1 number from my Visa or any credit card! When we ask where you got our personal information from, your supervisor should give us the info so that we know not to purchase from that company again...since they, obviously, cannot be trusted with personal customer info. It is unnerving to be told "it's just the last 4 digits" while we all know how easily credit card fraud begins!

Don't be so surprised to learn that it is easy to get your credit information from your bank/credit card company/or your credit report.  Agreements are in place with your bank/credit card company/credit reporting agencies to get your information for a fee.  Anybody in business can pay to get your credit report which contains your name, address, phone number (have to pay extra), and the last four digits of your credit cards.  When you go buy a vehicle from a dealer, they get the same type information.

One of the best ways to avoid this is to read your agreements with your banks & bank card companies and read the third party opt-out procedures to prevent them from selling your information.  For the credit reporting bureaus is to write to them instructing them to add your name to their no soliciting/request for information list.

Changing your credit card number is usually fruitless, because it will always show up on your credit report and they can still get the information.

The lack of professionalism in your reply (as a supposed "Rep" of this company) proves that this company is not one with which I want to be affiliated.  I just got off the phone with a rep who called me about this program.  The first guy was pretty nice, especially when I explained that I was a bit concerned that he had so much information about me, but couldn't tell me where he got it.  When I got transferred to the verification person and told that guy that I did not want the package and that I had not authorized any charge to my card by this company, he got very rude and hung up on me.  If this company is so legit, they need to spend some time teaching their employees about professionalism and respect.  If I see even $.01 on my card, the first call I will make is to my credit card company and the second will be to the Attorney General!

Suggestion that really works for me to avoid these calls on my "private cell phone" number, I have an internet telephone number with voicemail, this is the number I provide to everyone, they have an "unwanted caller" listing, which you can choose when calls become repetitive.

Also, this works as a fantastic tracking system, as telemarketers and collection companies must abide by state and federal laws regarding how many times they can call your number, voice message or not, most hang up.

I realize that everyone has to make a living and I am not upset that I rec. a phone call. I work at a call center for a bank and I know what it's like. I listened and at first I was even somewhat interested. The reason I didn't say okay was because the reps. I spoke with were very rude and pushy. I realize you probably have to make so many calls in one day, but maybe if you just took some time to explain people wouldn't feel so overwhelmed. I decided that I didn't want to do the program and I was hung up on. I work in customer service and you don't just hang up on people mid-sentence or at all for that matter. The least you could say is, "We apologize for the inconvenience and will take your number off of our call list." I am calling back and have been on hold for 45 minutes so far and counting. I just want to make sure that I don't receive any more call backs or charges on my card for sure. If the lady I spoke with in the first place hadn't hung up on me I wouldn't be calling back right now. You should tell your bosses to invest in a program called "Service Mentor"

By saying this do you mean don't buy anything at all or don't buy the stuff you guys are selling? Yoou know how people really save money? Well, it's by not purchasing things that they never intended to buy. When someone calls me that I didn't ask to call me I get pissed. Call me crazy but I believe the reason that most people don't appreciate calls from telemarketers is because they are unsolicited. I didn't ask you to call me! So leave me alone!

"Dont be alarmed we dont have your full credit card number on file. just the last 4 to make sure that the card does belong to you. and to make sure that we dont give out your personal information that is not you."

--Why shouldn't I be alarmed that you have ANY of MY personal credit card information, even if it is as you say "JUST the last 4 numbers of my credit card." I want to know where you got this information, because this is a major violation of my privacy, and most importantly ILLEGAL...so I suggest that you and your other "Quality Resources Reps" think about what they are doing, because I WILL report you to the FTC, quicker than you can even imagine.

--First of all, I can't believe that you are so tacky as to say that you make more money than most of us...sure keep telling yourself that...maybe you are in denial, or maybe you are doing something illegal to earn all this money...trust me I will get to the botttom of this, and my lawyer(s) (who happen(s) to be my husband and father) are looking into seriously legal action against not only your company but other companies who do this same S**T.
--Second, how dare you assume that because I buy or order something off the internet, that this gives you the right to ILLEGALLY obtain my credit card information, or better yet ANY information about me AT ALL.

--I am so PISSED off at your comment "I'm not an angry rep I just wish people would listen before they make a bad assumption about a company." Yeah well F*** YOU! And i hope that karma comes around to you and your other "quality resources reps" and you start to get harrasing phone calls NUMEROUS times a day from a company that has NO RIGHT AT ALL TO ACCESS your PERSONAL INFORMATION, and then maybe you can go through the hassle of having to switch all your credit/debit cards and cell phone number just to STOP being harrased by YOU!

I'll give you credit for one thing: at least you have a "job?" and are working and not scamming the Welfare System, or are you?  However, I would not call your profession a "real job". Why not go back to school, educate yourself and get a "real job". (you don't sound, nor write like an educated person). However, I would not suggest anything that has to do with Customer Service.   There are plenty of professions (real jobs) out there that pay $1000.00 a week, and they are people that are proud to say what they do for a living, while making a contribution to society and caring about others, not just themself.  I put myself through college, have three degrees, raised a family at the same time, and made more than $1000.00 a week, worked "hard" made a positive difference in people's lives and saved lives.  It wasn't easy, but it was rewarding.  I didn't put myself first, like you. This Generation "X" is something else, self indulging, with no conscience.  It's all about "me, me, me", with total disregard of others. You are no better than these "drug dealers".  You may not "use" but you live off of misfortunes of others.  How sad. How do you sleep at night? Oh, I forgot, no conscience.  Best Wishes, you'll need it in your years to oome, when you start receiving the same type of calls, scams.  I wonder how you will reply to them.

I received a call today but didn't pick up. I looked the number up (727-712-0382) and this came up. I read everything over and called them back. They tried to sell me a $30 gift card voucher for gas and savings coupon for $1.00 first month and $19.95 afterwards per month. They read the last four digits of my card and i told them that card was cancelled and that i'm in collections (it was hilarious!) and don't have any other credit cards for the offer that i'm "really interested in" LOL the marketer said 'alright we won't send you anything have a nice day' and before i could reply hung up! now lets see how long that lasts :)

A couple of weeks ago, I bought an app for my phone off of the Android Market (Abduction: World Attack, to be exact) and had to put in my credit card info over the phone in the Google Store obviously.

Today, I received a call from these people. What set off an alarm for me was that they knew the last 4 digits of my debit card number and that the rep couldn't/wouldn't tell me how he had acquired that information, other than I was a "valued customer" from one of their "affiliates". Other than that, he claimed he didn't know. So someone I had never given my information to had my information. This was a first as I am a fairly careful and aware person when it comes to securing my personal information.

Anyway, they did ask to confirm my mailing address, asked me to say "yes", and asked to put in the month and day of my birthday for "confirmation", at which point I was just saying random dates. I then hung up and had my card canceled and had another issued.

I'm assuming the person selling the app "Abduction" on the Android Market is selling purchasing information, as if the app wasn't over-priced as it is.

So I suggest not buying this app if you don't want your information sold to this group of people trying to sell you coupons for $29 a month. Hahahaha.. And yes they did say $50 worth of Gas Vouchers were included, but I'm sure they'll be unusable.

Regardless, I look forward to future phone conversations, because I am fairly good at probing for information they aren't supposed to disclose. I will post any new and interesting stuff here.

Cheers and good luck to the representatives that work there, you'll need it if you get me on the phone. :)

I received a call today from a Michael Grude from Quality Resources, also gave me the last 4 digits of my credid card and address. They are a marketing company that purchased information from someone that I purchased something from within the last year either over the phone or via the internet.  I was transferred to their Customer Service department because I wanted to know exactly who sold my information to them.  In my case, they could not tell and the lady I spoke with was super nice.  She has put my name and number on their do not call list and has scrubbed my information from their database.  By calling 866-434-6600 you can do the same.  All they need is your number that they called you on.  She said they have 4 dozen partners and she also shared in most cases it's purchasing a dvd, cd, nutritional supplements, exercise video's, bender balls, etc....

Anyhow, hope this helps you all out.

I received the exact same call about one hour ago and they told me the same thing, $40 gift card and signing up for a booklet of some sort for $24.95 a month. The also told me the last four digits of my credit card however, when I told them that I no longer had that credit card, because the card had been compromised and it was cancelled out the lady immediately told me that she would take my name off her calling list and hung up.
