Claims to be IRS.

There is a widespread IRS (or CRA) or "tax scam" being  practiced by scammers on both USA and Canadian residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

A female left a message to call before legal actions could be taken.  We knew this was a hoax, but my husband called and a male with an accent answered.  It was at that time that my husband told him the IRS doesn't make phone calls and they were breaking the law!!!
