    Why are calls from overseas (especially India) allowed to go through with spoofed American Numbers. I would challenge someone to explain why this has any legitimate business use (other than scams) at all.
    Since the Government refuses to enforce their do not call laws, is it time for some vigilante action?

    There are vast numbers of legitimate business, academic, and personal calls between the US and India every day.  It would be nearly impossible to separate the legitimate calls from the scams.

    Many calls, both legitimate and scam, are made by Voice Over Internet Protocol, using internet cables instead of phone lines.  They connect to the US phone system at an internet connection in the US.  That makes the calls even harder to trace.

    What makes you think its ONLY businesses that make calls to the US? Many US citizens have family in other countries and who is going to monitor who's talking  to whom? Anyone can spoof a number and  in case you haven't noticed, the US is not under a dictatorship.  Criminals do not obey laws, so how are you going to go "vigilante" when you don't even know who called you?

    Your answer is in your question.  The numbers are spoofed.  Might be immoral or illegal, but it is not like you need a permit to spoof a number.  You are right, there is no legitimate business use to spoofing numbers in the case of scams.
           Spoofing is a tool used by scammers, and the bigger crimes are the scams.  The US has enough problems catching scammers inside our own borders.  Scammers in other countries are usually out of our reach.  There are some minor issues involving the borders and laws of sovereign nations.  Enforcing US laws inside another country generally is a problem and leads to "misunderstandings" and more problems.
          As for advocating "vigilante action", you have been watching too many movies.  We see Liam Neeson quotes all the time here.  I have a feeling you love the fantasy and I hope it stays in your head.  Advocating violent measure to promote YOUR definition of justice?  Haven't we seen enough of that in the last few weeks?

    Get repeated calls from this number. Told me to press 1 to speak to customer rep. Pressed 1 and got nothing. All about lowering interest rate (for who??). Tried calling back to ask them to stop calling, got message the number has been disconnected.

    Don't usually answer #s I don't recognize, but did this time just to see who was bothering me.  Indian accent, last chance to lower my interest rate.  Asked if he can lower it below zero....he said "yes, ma'am",  Funny as hell.  I said "do you mean you can get me a negative rate where they will pay me to use the card?" - no response.  At that point I told him where to go and to stop harassing me and hung up.

    We also received the scam call from "Huberty Henry."  I wish there were a way
    to block the numbers of all the scam calls we receive.

    Call was answered because my family's phones all start 773-2XX-XXXX. Admittedly, I should've looked at the numbers more carefully. Heavily accented male voice said, right away, that he was calling to offer me lower interest rates on all of my credit cards. I hung up. This is a scam.

    Henry Huberty of Chicago Illinois died 3-6-2017, age 93.  Scammer might be using this guy's name.
