called and asked me if this was a residence or commercial, and then said goodbye.

Been called 4 times by this number over 6 days, 7/12/12 - 7/18/12.  No one talks.

Claimed to be Maryland Gas & Electric, but mentioned he was calling from Florida.
"Grab a copy of your PEPCO bill so I can apply a rebate to it"
Just trying to enroll me in third party electric supply program I suspect.

Did not take call, lady left me a voicemail telling me she is calling from American Power & Gas about a rebate on my Penelec bill and that I need to give her a call back.

Obviously a telemarketer. My electric company is not Penelec and my utility companies have a different phone number on file, not the cell phone that they called.

So I blocked their number.

I was ruthlessly harrassed by the telemarker to switch. I told him 8 times no interest and to put on a "do not call" list. He wouldn't relent. I hung up and he called back. I called 800-380-8878 and reported him. I also told them to put us on "Do not call list". Time will tell.

Called and said he was Mr. Hancock and to call him back with my power bill in hand.
