- kcb| 17 repliesA recorded message was left on my answering machine to call back 800 413 0134 regarding a debt. When I called back to inquire, they were able to bring up my correct name from my phone number displayed on their terminal. This is strange considering my phone number was registered to be blocked. To verify, they want me to give them my social security number. When I refused, they would not talk specifically about my case unless they can verify my social security number. I asked what is the name of their company. They said NCO Financial. When I asked what does NCO stand for. The person on the phone had to put me on hold so she could ask another person in the office. She didn't know because she was "new" to the job. She said it was for "Non Commission Office". When I inquired what the company does and if this was telemarketing company, she became defensive. I again asked why I was called and what was it in regard to? She would not say unless she can verify my idendity with social security number. When I asked if this was a scam trying to steal idendity. She ended the call.
It appears that this is not a legitimate company using a name of a legitimate debt collecting company which I found the company home page on the web to phish for informations to steal idendity.
I have reported this number to Do Not Call List web page.- Caller: NCO Financial (non commission office)
- AlfalfaUnfortunately, Debt Collectors are exempt from the "Do Not Call" registry.
They are governed under the laws of the FTC, which administers the FDCPA (Fair Debt Collection Practices Act):
http://www.creditinfocenter.com/legal/FDCPA.shtml
The only way to stop them from calling is to send them a Cease Communication letter VIA Certified mail. Be sure to request a return receipt and keep copies of everything. If they continue to call after you have written proof they recived it, they can face fines of up to $1,000.00 PER violation.
Go to this website, which contains some good examples of Cease Communication letters for you to use (depending on your particular situation). Just fill in the blanks:

They called a couple of times and finally left a voice mail.
Having no debts at all I am sure this is spam.
I will block their number on my phone so they can spend a lot of time calling me and waisting their time.

- CarlI received a few of these messages from the same phone number. I also got another message with different voices. I noticed that they didn't identify my name or who they are collecting for, but just asks to call them back. I didn't call back. I was deeply concerned and I called my credit card company and they said everything is current. They also said it might be spammers and fraudsters calling to steal your identity. BEWARE!!

- Jim WrightThis company keeps calling and calling, always at an inopportune time. I, like other people who have reported this company, do not owe anyone anything; yet they keep calling (because they're a scam). Despite multiple complaintts to the FCC & to the National Do Not Call Registry, they continue to call with an automated message, instructing me to return the call, concerning a debt that they are trying to collect from me.

- Take careI got a mail from this company with this phone number saying
The named creditor has placed this account with our office for collection. It is important that you forward payment in full. If you choose not to respond to this notification, we will assign your account to a collector with instructions to collect the balance. - Pay Your Bill replies to NCOParasite| 10 repliesthe only scam here is that people like you need people like us to hold you responsible to pay your bills. and f.y.i. we cant talk to you unless we are looking for someone else, would you want the real scam artists to have your info.

we can't talk to you incase we are looking for someone else. we are following the law. its against the law to talk to somewho is not who we are looking for unless have been given permission stating otherwise, and only then if it is verbal or written. - SEI checked my voicemail, and I heard this call. I was already skeptical because they had a high-pitched voice(Think Fred of Youtube), and they were talking to me about debt! I was still skeptical after hearing it a few times, so I googled the number, and I found this page.

- me replies to Pay Your Bill| 1 replyCome on "pay your bill" if you called me, then you give me my identifying information if you need it so bad...I shouldn't give you anything. I don't know who you are and what it is for. A stamp is not too expensive if you can correctly write me a letter, I want it in writing anyhow.
Get a life and a real job. - AlfalfaCorrection--
Debt collectors are NOT exempt from the DNC registry. NCO was recently sued for TCPA and FDCPA violations because they kept harassing a non-debtor:
Under the TCPA, a consumer has a right to file a lawsuit and recover $500 for each call that violates the TCPA. The TCPA can also be used in conjunction with the Fair Debt Collection Practices Act in some situations.
Generally, the TCPA does not apply to debt collectors making collection calls to debtors. However, if you are subjected to calls from a debt collector and you are not the debtor, you may file a lawsuit against the debt collector under the Fair Debt Collection Practices Act (FDCPA) and the TCPA.
This right was recently recognized by Judge Legrome D. Davis in a case called Watson v. NCO Group, Inc. NCO Group is a debt collector that uses automated prerecorded collection calls. In this case, Mr. Watson alleged he was getting hundreds of calls from NCO Group after he got a new phone number. Mr. Watson claimed he owed no debt to NCO Group, Inc. Mr. Watson filed suit under both the FDCPA and TCPA.
David Israel, defense lawyer for NCO, argued that the TCPA should not apply to debt collectors. Judge Davis rejected the argument made by David Israel. The judge ruled that Mr. Watson had a right to sue NCO Group Inc under the TCPA for $500 for each call. Judge Davis wrote;
[The] Court is convinced that a non-debtor's rights are in fact violated when he is subjected to repeated annoying and abusive debt collection calls that he remains powerless to stop.
Judge Davis' ruling was based upon his interpretation that collection calls to non-debtors violate the privacy rights provided by the TCPA.
So what can you do if you receive "wrong number" calls from debt collectors?
1. Sign up for the Do-Not-Call registry.
2. Save the calls captured by your voice mail or answering machine.
3. Contact a consumer lawyer.
