I keep getting this call late in the afternoon in the Dayton, Ohio area also. I can't imagine testing the system every other day. Been getting a lot of other weird calls lately also.

I have gotten these calls two days in a row in the late afternoon/early evening.  I am in the Dayton OH area as well.  If it was the official system that many cities and towns are implementing  think you would know exactly when the test occurs and your neighrbors should also get a call at the exact same time.  I hit ignore on my phone yesterday.  Today I let it go to voice mail.  I got the same "partially cut off at the beginning message" noted by another contributor.

The phone just rings for like 5 seconds, then they hang up.

    So annoying!

i've gotten calls from this number twice this week.  i don't believe for a minute that this is from the emergency system.  i've gotten calls from the emergency system before during severe weather events and the number is identified as the emergency broadcast system not "unknown".

I have gotten 4 to 5 calls per day from this phone number for the past three days! It's getting really old! My phone usually rings once and then they hang up. How annoying!

Shortly after submitting my earlier entry, I received another call from this annoying number. I finally got fed up and decided to take action. I got ahold of the Emergency Communications Network in Ormond Beach, Florida. This company is in charge of handling the Code Red Emergency system. I spoke to a really helpful girl and explained to her that I'd been getting calls from an 800-number and she began to look into it for me. My cell phone number is registered with the Code Red system. The system kept automatically redialing my cell phone number because my cell phone doesn't ring right away. I have ring-back tones with Verizon Wireless. When someone calls my number, it asks them to please enjoy the music while I am reached. The Code Red system doesn't recognize this and automatically thinks that it's supposed to retry later. Because I hadn't been able to be reached on my cell phone before (due to my ring-back tones), the system did a test of my home number. It dialed once and left a message and did not dial again because it was able to get through to an actual voice mail / answering machine. The girl at ECN explained that because their system has not been able to get through on my cell phone, my cell number would be removed from their calling list. The system thinks that it is a disconnected number at this point because there has been no answer.

Not sure if this will help anyone else but I feel a little bit better now that I've gotten an answer as to why these annoying calls kept coming through. :)

Received call from 800-791-3749 here in Virginia at 12:21 PM 9 June 2009.
Cell phone didn't ring; it just beeped and showed "missed call" 800-791-3749. I didn't recognize number so I just ignored it.

Again, unless I receive a letter in the mail or see something on my local news about receiving a call from some sort of emergency call center, then I consider this and all unknown calls as a scam/telemarket. There is too much caller id spoofing services available, this call can be anyone.
