    These people have called once a day over the past few days. They left a message saying they were taking a survey for the National Coast Guard on the first day they called, since then no new voicemails have been received.

    I also am on the No Call List, but that apparently means nothing. The calls are annoying and if they think I am going to answer some unknown number to complete a "survey", they are obviously idiots. Maybe these scammers should take the energy they are putting into whatever this is and put it toward getting an education/legit job so they can develop something of a brain.

    What everyone should know about the Federal Do Not Call List.

    1.  The DNC list is intended to reduce or stop calls from legitimate telemarketers - telemarketers who have registered with the FCC.

    2.  The DNC list is NOT intended to, nor can it do the following:
    -- automatically block calls.
    -- stop calls from:
    --- politicians
    --- survey companies
    --- debt collectors
    --- companies with which you have a "business relationship"
    --- NON registered "telemarketers" (they do not subscribe to the list, and do not care about the list)
    --- telespammers, telescum, and other criminals

    3.  The DNC list is for use by private phones, not business phones

    The DNC does indeed work, and is quite effective, if you consider the above statements.

    If you wish more protection than that afforded by the DNC provisions, obtain a call blocker device, phone or app.  Google is your friend.

    Why is it not a crime to misrepresent yourself on a phone call when telemarketing? It should be. If this caller is NOT the NIH, they should be arrested and charged with fraud on that basis alone.

    Third party companies hired by agencies such as the NIH to conduct surveys are permitted to display NIH on caller ID when conducting call for the survey.  The current law only makes it a crime to display information on caller ID that is different than the actual number and registered name if the intent is purposefully deceive. From the Truth in Caller Id Act 2010:

    ‘(1) IN GENERAL- It shall be unlawful for any person within the United States, in connection with any telecommunications service or IP-enabled voice service, to cause any caller identification service to knowingly transmit misleading or inaccurate caller identification information with the intent to defraud, cause harm, or wrongfully obtain anything of value, unless such transmission is exempted pursuant to paragraph (3)(B).

    Showing NIH on Caller ID probably does not violate this provision.

    Got the same call daily for 2 weeks.  Finally answered to give my "2 cents worth" and got the same "We're doing a survey for the NIH"  Also offered a gift card for Amazon for completing survey.  I was told the DNC list was only for telemarketers and not them.  Told them not to call.  We'll see if that works.

    I called the number and a mans recorded voice said they were from the NATIONAL ALCOHOLICS SURVEY, I hung up.

    Called at 7:15pm to administer a health survey. Asked them not to call back. Wanted my objections to the survey and would not agree to take me off their list.  Kept interrupting me when I asked them not to call me, wanting my objections.

    Very annoying. Usually don't leave a message. When answered by mistake person stated were doing survey for NIH. How do I stop these calls?

    I got a voice mail from them, saying they were calling "as part of a research study funded by the National Institute of Health" and was asked to call 877-357-1673 to complete the survey. No, I did not call this number. They could be (claiming to be receiving) funding from the NIH, but it wasn't claimed to be operated by the NIH itself.

    The calls from this number is a scam.

    One time they will say they are doing a survey for the NIH.  Another they will say from the Coast Guard.  Yet another from the DoD PR office.

    Called the National Alcohol Research Center (located in Emeryville, CA (SF Bay Area)).  They say they are NOT currently doing a survey (they do one every 5 years and next one is in 2017).  Plus they do calls from their main campus facility in Emeryville, NOT Vermont.

    Call from this number on my business cell phone on a Sunday. Did not answer but saw it came from Burlington Vt and I don't know anyone there nor do I do business there, as the nature of my business is local only.  Left a voice message saying they WERE the the National Institute of Health, not representing the NIH. Really? I am so honored that the National Institute of Health would call me on a SUNDAY!! Called the NIH. They are closed  And they are in Maryland.  Said they would call back but never said why they were calling at all. I don't think so! THey did not show up on my caller id as anything but from Burlington, VT, no name or number, REJECT!!! Blocked.  Creeps.

    Second call from these people who represent themselves as NIH.  Called me at 7:18 PM. Last time it was on my business phone, this time it was on my personal cell. I don't think so. They did not leave a message this time, though. They are blocked now on my phone so I don't hear it ring and since I have Trap Call, I am blocking them there, also.  All they will get is a "This number has been disconnected". Creepus.
