This number has called me stating they were in accordance with government funding for the state of Wisconsin.  I couldn't quite understand but he had mentioned something about 3 dollars and something and a card.

Um ... you really have to give us more information, if you wish us to assist you.

    Question:
Why is a caller from the state of Texas claiming they have something to do with Wisconsin govt funding?

    Things to believe:

    • There ain't no such thing as a free lunch.
    • If it sounds (or looks) too good to be true, it probably is.
    • You have not won big bucks from a benign benefactor, a pot of pesos from PCH, dinero from a doctor, or a grant from a gracious government
    • The tooth fairy really does not exist
    • Everything you read on the internet is not necessarily true.
    • It is illegal to ask for money for a loan or prize, before awarding the loan or prize!
    • "Free Trips" are loaded with mandatory & costly extras, and you usually must give them your card number after listening to a loooong spiel at a hotel.
    • Microsoft or one of their agents did NOT cold call you to fix your computer.
    • The moon is not made of green cheese.
    • The IRS will snailmail you, rather than phone you, if there is a problem.
    • Jackalope milk is not an aphrodisiac.
    • If you "green dot", MoneyGram or Western Union money to a scammer, the money is gone.
    • You should beware of Greeks bearing gifts, specially if the gift is a wooden horse with termites.
    • 876 is NOT your lucky number, and it will cost you money to call that area code!

These people called me, and were telling me that they needed $3.87 to process my government fund for school. I HAVE applied for a government grant, but they kept telling me they needed the fee to complete it in the system or some crap. I told them I did not have a way to pay it right now, but they kept insisting that I give them the money for the fee (or at least I think that is what they were saying). I told them I could not understand what they were saying, and he repeated himself 3 times, getting more and more frustrated sounding every time, and when I said "I need you to speak clearer", he hung up on me.

I found the following on a website and found it humorous:

This number has been calling me and hanging up all day.  A Latino women finally answer when I said hello, she could not comprehend that I didn't apply for a business grant. I am an OIF veteran who is disabled.  I don't need to spend the day being herassed by some scam company offering grants to someone who didn't apply for one.  I explained to her more than once that I was not interested. I am not going to be happy if she plans to call me 6 times tomorrow like she did today.

I've been getting all kinds of calls from different number from a place called degree direct, I told them that my number is on a do not call list and they insisted that I had signed up for their service, I also explained that I have 3 college degrees and should I decide to obtain another, I wouldn't need help in decided what route to take, the man acted as though I was nuts not to want to further my education, I told him to take my number off their list and I continue to get calls, from the same company from different numbers, and now this, I am just blocking them as they come in and not answering. It is easy to block numbers on most phones, it is the easiest thing to do, especially after being promised more than once to that the calling would stop.

This was my number, it has now been disconnected.  Scammers are spoofing the number onto the caller ID when they make calls.  This resulted in thousands of calls to my house.  Literally my phone didn't stop ringing for two week while I tried to get the FCC, AT&T and others to help.  One thing I learned Caller ID has nothing to do with where the call is comming from and there is nothing the FCC or apparently anyone can do about it.

Unfortunately, you're correct.  If your phone number is "spoofed", best thing to do is change it, otherwise you end up with lots of calls from angry people.  Caller ID has very limited use as a tool to fight scammers and telespammers now.

Your call was not from Brent Lacy.  Caller ID has nothing to do with where the call is comming from

That's terrible.  This is why if people get a scam/suspicious call, they shouldn't take it that the actual owner of that number is calling - scammers can easily spoof numbers.  Innocent people get harassed.  Hate to say it, but you may want to have your mom's number changed too, especially if she's getting a lot of angry calls.

I agree with Elspeth here. And why we do try to discourage it being done. Sadly it only creates more victims of the call spoofing that occurs!

I got a call from this number claiming that I had applied for a grant and the man on the other end kept saying that I just forgot when I told him I never applied for a grant......he had my name, address and e-mail address. He hung up on me when I told him for the 5th time that I never applied for a grant. When I called this number back there was a recording stating that it was a non working number!

Just received a call from this number saying I won a grant for school...or for starting a business? I'm in school and I applied for scholarships but they asked for my information to pay a 3.87 fee. He encouraged me to go to the store to buy a prepaid card when I didn't believe him. He said he was with the governmentioned but I could barely understand him or his supervisor. Both had Indian accents.

This is why people should not be encouraging others to blow a whistle or airhorn into the phone..
Quite a few have  peeved off the caller who retaliates by spoofing that persons number as the scammers call back number.  It sounds like a great way to punish unwanted callers but it can create worse problems when the hate phone calls begin nonstop..
