just received a call on my parents phone and have a case number...call back and the phone number doesn't even go through it just hangs up.

I got a call from this number and so has my brother. My dad and brother have the same name and this "Latasha" person that left a voice message said their name. She left a case number. My brother has no clue what's going on and we aren't in contact witmy dad.

Just got a call from this place saying I owe money to them but I don't even know who they are and the plus I never did this is this a scam?

These people ID themselves as NRA, a deceptive term made up basically to confuse people.  It stands for National Recovery Agency a private debt collecting firm.  They have a long history of shady debt collection practices.  If they have a valid debt, tell them to send you a debt validation by US mail.  E mail no good.   They most likely won't do this.  If so, just ignore them.  Don't talk to them, don't give them any information and block their calls.
