Its hard to say, you gave no information as to what the phone call is/was about. But as a rule, almost all cold calls are a scam of some sort. You don't win prizes, lottery's or sweepstakes unless you actually entered them, the irs is not calling people, there is no government grants (again, you have to fill out the paperwork for those) and windows/Microsoft does not cold call people. And you can't be arrested for owing a debt, that's a civil matter, not criminal. Advance fee loans are illegal.

So if you post up what the call is about, we can go from there.
